County tax sale brings in $233K

NORWICH – The Chenango County Treasurer’s Office announced last week that the 2011 tax sale has made a net surplus of $233,987 with only 13 delinquent properties forfeited or not receiving a bid. The remaining parcels of land will be available for re-bid in September.
“It’s gone very smoothly,” said Second Deputy Treasurer Barbara Strier. She said the property sale has done well compared to previous years and she believes most of the remaining parcels of land will be purchased in the next round of bidding.
“At least two of the parcels have bordering land owners who are interested,” she said. “And people have expressed interest in most of the rest.”
Properties that are delinquent on taxes for three years are put up for auction in order to cover the cost of the back taxes, interest and penalties. The properties were in arrears in 2011 for a total of $421,732 for taxes, penalties and interest. Initially, 57 properties out of 65 received bids, with five properties forfeiting their bids and eight properties receiving no bids.
There will be an opportunity to re-bid on the remaining 13 parcels of land on Sept. 29.
According to Strier, in Chenango County more than $5.34 million in property taxes went unpaid based on the returns filed in mid-June. Additionally, more than $5.06 million went unpaid in 2010, $4.84 million in 2009 and $4.29 million in 2008.
“This negative trend shows that people are clearly struggling to pay their taxes,” said county Treasurer William Craine.
The notices for delinquent payments in 2011 were sent on Aug. 2 for those who will be in danger of foreclosure by the end of this year. According to Strier, 3,050 letters were sent out this year, which marks the first time in four years the amount of letters has decreased. Approximately 3,100 letters were sent last year.
Members of the county’s Finance Committee expressed an interest in seeing a list of properties that would have been delinquent on their taxes for two years in order to get a better understanding of the trend of decline, as well as to give prior notification to properties that would default.
Strier agreed that the information could be prepared for the committee’s meeting this month.
