School board turns $872,000 in uncollected taxes over to city, county

NORWICH – A special meeting of the Norwich City School District Board of Education held Wednesday morning addressed uncollected taxes within the district and found board members voting unanimously in approval of a resolution certifying those taxes be turned over to the City of Norwich and Chenango County.
The district collected approximately $11,100,000 through its tax levy, an estimated $1,970,000 of which was received through the state’s School Tax Relief Program, according to NCSD Deputy Superintendent Robert Wightman, for a base value of approximately $8,260,000, an estimated $872,500 of which went uncollected. The district collected more than 90 percent of the levy this year, up from 88.94 percent in 2010-2011 and 82.21 percent in 2009-2010.
The resolution comes approximately five weeks before voters will weigh-in on the 2012-2013 budget.
On April 2, the board voted unanimously in its approval of next year’s budget, which would see a budget-to-budget increase of 1.86 percent compared to last year’s and a tax levy increase of 1.79 percent if approved by voters. A budget hearing will be held at 6 p.m. on May 7 in the high school auditorium and voting will be held from noon to 9 p.m. on May 15. A total of three available board member seats – each carrying a three-year term – are also up for grabs.
The 1.86 percent budget-to-budget increase – approximately $37,090,193 to $37,780,000 – is the result of reductions to regular education and benefits costs.
Polling locations for the budget vote are as follows:
• Election District No. 1, St. Bartholomew Parish and Community Center, 73 East Main St., for residents of the City of Norwich residing in Wards 1, 2, 3, 4, 5, 6; those residing in the Town of Norwich Election Districts 1 and 2; and residents of the Town of Oxford District 3, North Norwich District 1, Guilford District 2 and New Berlin District 2.
• Election District No. 2, Plymouth Firehouse, State Highway 23, Plymouth, for residents of the towns of Plymouth and Smyrna.
• Election District No. 3, Preston Firehouse, Preston, for residents of the towns of Preston, Pharsalia and McDonough.
The next regular meeting of the board of education is scheduled for 6:30 p.m. April 24 in the District Office Conference Room, 89 Midland Drive.
