Cuomo says DEC gas well permitting regs will be done shortly

ALBANY – Gov. Andrew Cuomo told a Capitol area radio talk show host Friday afternoon that the final version of the state’s natural gas well permitting document will be completed soon.
WGDJ (1300-AM) Radio host Fred Dicker asked the Governor about the state’s ongoing review of high-volume hydraulic fracturing, and when it may wrap up.
“We don’t have a hard date, but it will be done shortly,” said Cuomo.
Less than a week prior, a New York Department of Environmental Conservation told a reporter for The New York Times that the Governor was pushing a plan that would permit hydraulic fracturing in the deepest part of the gas-rich Marcellus Shale where municipalities are in favor of it. The permitting zone would include Chenango County.
Friday’s news was welcomed by Chenango County Natural Gas Consultant Steven Palmatier.
“If it’s a go, it will be good to finally have some clarity as to how this process is going to go forward in New York State,” he said this morning.
Permitting has been on hold since the DEC began reviewing high-volume hydraulic fracturing in 2008. Numerous environmental, health, and community groups are seeking a statewide ban on fracking, which frees gas from shale by injecting a well with millions of gallons of water mixed with sand, soap and chemicals at immense pressure. Opponents of drilling and fracking cite risks of water and air pollution.
Central New York Landowners Coalition President Brian Conover said his coalition is looking forward to seeing the DEC’s regulations.
“Let’s see what they’ll be like, how competitive New York will be other states. And truthfully, I’m looking forward to New York showcasing how safely they can do gas drilling. I think they are going to do a great job.”
Gov. Cuomo told Dicker he believes it’s beneficial to make a final determination on hydrofracking when lawmakers aren’t at the Capitol. The 2012 legislative session wrapped up last Thursday.
“I think it’s actually better that we do it when the Legislature is not here, because I don’t want a political discussion,” Cuomo said. “You have enough emotion around this issue already. You have emotion on both sides, you have emotion that is at such a level in some ways it’s governing the conversation.
He continued: “I want to get the conversation back to facts and logic and science and information, and reduce the temperature of the conversation, pardon the pun.”
