Eight indicted by grand jury

NORWICH – The Chenango County grand jury met Wednesday and handed up a number of criminal indictments. At the proceeding, the Chenango County District Attorney’s Office presents evidence against those they wish to prosecute. It is up to the jury to decide if there is enough reasonable cause to charge a person with a felony offense.
Those indicted by the grand jury are arraigned before the county or Supreme Court judge at a later date.
The grand jury indicted eight individuals:
• Delos J. Holmes, 36, Norwich, was indicted on two counts of first degree criminal sex act, a class B felony; two counts of first degree incest, a class B felony; one count of second degree rape, a class D felony; and two counts of endangering the welfare of a child, a class A misdemeanor.
It’s alleged that Holmes, during the month of May 2010, engaged in sexual conduct with a person less than 11 years old, and that he committed the crime of rape or criminal sexual act against a person whom he knew to be related to him, the second degree rape charge stemming from allegations that Holmes had sexual intercourse with a female relative under the age of 15.
• Thomas Williams Jr., 23, Long Island City, was indicted on charges of third degree criminal possession of a controlled substance, a class B felony; fifth degree criminal possession of a controlled substance, a class D felony; and first degree promoting prison contraband, a class D felony.
It’s alleged that Williams, on or about Sept. 4, 2012 in the Town of Norwich, did knowingly and unlawfully possess the narcotic drug heroin with the intent to sell. He is also accused of introducing a dangerous contraband into a detention facility when he was allegedly found with 42 packets of heroin in his possession at the Chenango County Correctional Facility.
• Donald A. Shurock Sr., 49, Otselic, was indicted on charges of first degree criminal sex act, a class B felony; first degree sex abuse, a class D felony; and endangering the welfare of a child, a class A misdemeanor.
It’s alleged that Shurock, in September and early October of 2012 in the Town of Otselic, engaged in sexual conduct with a person under the age of 13.
• Scott W. George, 40, Norwich, was indicted on charges of third degree robbery and second degree assault, both class D felonies; and resisting arrest, a class A misdemeanor.
George is accused of forcibly stealing $40 from another individual, “ripping the money” from the alleged victim’s hand and “pushing him to the ground,” according to his indictment. It’s also alleged that George, with the intent to prevent a police officer in the course of performing his lawful duty, did cause physical injury to said officer’s wrist, pulling away and struggling with officers in an attempt to prevent his arrest.
• James C. Vredenburgh, 43, Bainbridge, was indicted on charges of promoting a sexual performance by a child, a class D felony and possessing a sexual performance by a child, a class E felony.
Vredenburgh is accused of knowingly directing, producing or promoting a performance which included sexual conduct by a child under the age of 17, allegedly knowing the character and content contained on said performance on or about April 14, 2012 in the Town of Bainbridge. It’s also alleged that Vredenburgh was found in possession of said performance on or about June 26, 2012 in the Town of Bainbridge.
• Stephen E. Hammond, 35, Oxford, was indicted on charges of first degree aggravated unlicensed operation of a motor vehicle, a class E felony, and driving while ability impaired by alcohol, a violation.
It’s alleged that Hammond, on or about Aug. 16, 2012 in the Town of Oxford, unlawfully operated a motor vehicle under the influence of alcohol while knowing or having reason to know his NYS driver’s license was revoked or suspended, according to his indictment.
• Ivon G. Miller, 35, Pharsalia, was indicted on one count of failure to register as a sex offender, a class E felony.
It’s alleged that Miller failed to register with the Division of Criminal Justice Services a change of address within ten days of moving from his 41 Gold St. residence in the City of Norwich to an unknown location.
• Scott A. Chapman, 49, Coventry, was indicted on charges of first degree aggravated unlicensed operation of a motor vehicle and driving while intoxicated, both class E felonies.
Chapman is accused of unlawfully operating a motor vehicle under the influence of alcohol while knowing or having reason to know his NYS driver’s license was revoked or suspended. It’s alleged that Chapman was observed swaying while he walked, speaking with a slurred voice, having bloodshot and watery eyes, and smelling strongly of alcohol prior to his arrest.
Chapman has one prior alcohol-related conviction stemming from February of 2004 in Chenango County Court, when he was convicted of operating a motor vehicle with a blood alcohol content of .08 of 1 percent or higher.
