Four appear in county court

NORWICH – Four individuals appeared in Chenango County Court Friday, one sentenced to nine months in the Chenango County Correctional Facility while the other three pleaded not guilty to the charges brought against them.
• Mark D. Carr, 50, Pennsylvania, was sentenced to nine months in the Chenango County Correctional Facility after he admitted to a willful violation of the terms or conditions of his probation.
Carr was placed on probation in September of 2010, ordered not to consume or possess any alcohol, marijuana or controlled substances. In August of 2012, the court-ordered ignition interlock system – installed in a vehicle operated by Carr as part of his original sentence – registered Carr with a blood alcohol content of .069 of 1 percent, also identifying him while he consumed a beverage – believed to be alcoholic – on the ignition interlock’s viewing screen.
Carr first claimed the alcohol in his system was a result of his using mouthwash, although he later admitted to consuming alcohol. Carr’s probation was revoked and he was subsequently sentenced to nine months in the correctional facility.
• Tanya M. Osman, 24, Greene, pleaded not guilty to charges of aggravated driving while intoxicated with a child in the vehicle; driving while ability impaired by drugs; reckless endangerment; and endangering the welfare of a child.
Osman was originally charged following a motor vehicle accident that occurred in June of 2012 in the Town of Greene. According to Chenango County District Attorney Joseph McBride, Osman was arrested shortly after striking a pedestrian with her vehicle, and allegedly handed the arresting officer a bottle of deodorant when asked for her driver’s license.
Osman is currently incarcerated in Broome County on unrelated charges and Chenango County Court Judge W. Howard Sullivan set bail at $20,000. She will re-appear in court at a later date.
• Stephen E. Hammond, 35, Oxford, pleaded not guilty to charges of first degree aggravated unlicensed operation of a motor vehicle, a class E felony, and driving while ability impaired by alcohol, a violation.
It’s alleged that Hammond, in August of 2012 in the Town of Oxford, unlawfully operated a motor vehicle under the influence of alcohol while knowing or having reason to know his NYS driver’s license was revoked or suspended, according to his indictment.
Hammond has since been released after posting $1,000 cash bail and was ordered not to consume any alcohol, marijuana or controlled substances. He must also report to the county’s Treatment Court coordinator for random drug and alcohol screenings as ordered. He will re-appear in court at a later date.
• Scott A. Chapman, 49, Coventry, pleaded not guilty to charges of first degree aggravated unlicensed operation of a motor vehicle and driving while intoxicated, both class E felonies.
It’s alleged that Chapman unlawfully operated a motor vehicle under the influence of alcohol while knowing or having reason to know his NYS driver’s license was revoked or suspended, according to his indictment. It is also alleged that Chapman was observed swaying while he walked, speaking with a slurred voice, having bloodshot and watery eyes, and smelling strongly of alcohol prior to his arrest. He has one prior alcohol-related conviction stemming from February of 2004 in Chenango County Court, when he was convicted of operating a motor vehicle with a blood alcohol content of .08 of 1 percent or higher.
Chapman has since been released after posting $2,000 cash bail and was ordered not to consume any alcohol, marijuana or controlled substances. He must also report to the county’s Treatment Court coordinator for random drug and alcohol screenings as ordered. He will re-appear in court at a later date.
