City of Norwich Finance Director Bill Roberts swears in newly elected Ward Six Alderman Daniel Palmer during the first Common Council meeting of 2013. The council officially got the new year underway on Wednesday with the adoption of yearly rules and procedures, appointments to city councils and committees, and the swearing in of Palmer as well as First Ward Alderman Bryan McCracken.
