Grand jury indicts eleven

NORWICH – The Chenango County grand jury met Wednesday and handed up a number of criminal indictments. At the proceeding, the Chenango County District Attorney’s Office presents evidence against those they wish to prosecute. It is up to the jury to decide if there is enough reasonable cause to charge a person with a felony offense.
Those indicted by the grand jury are arraigned before the county or Supreme Court judge at a later date.
The grand jury indicted eleven individuals:
• Ganesh R. Ramsaran, 36, New Berlin, was indicted on one count of second degree murder, a class A-I violent felony.
It is alleged that the defendant – on or about December 11, 2012 at 449 Sheff Road in the Town of New Berlin – “with intent to cause the death of another person, he did cause the death of such person,” his wife, Jennifer L. Ramsaran.
• Robert R. Reynolds, 52, Sherburne, was indicted for criminal possession of a controlled substance, a class B felony; third degree criminal possession of a controlled substance, a class B felony; and first degree criminal possession of marijuana, a class C felony.
It is alleged that Reynolds, on or about April 11, 2013, was found to be in possession of an assortment of controlled substances following the execution of a search warrant at his 476 Pleasant Valley Road home by the Chenango County Sheriff's Office. Authorities allegedly discovered Reynolds to be in possession of 75 round white tablets each marked 'Watson 932' and containing the narcotic drug Oxycodone with an aggregate weight of 34.11 grams. It is also alleged that Reynolds was found to be in possession of 34 clear plastic bags containing marijuana with an aggregate weight of 5,359 grams, or more than ten pounds.
• Martin W. Nowalk, 50, Greene, has been indicted on charges of predatory sexual assault against a child, a class A-II felony; first degree rape, a class B felony; first degree criminal sexual act, a class B felony; first degree sexual conduct against a child, a class B felony; second degree sexual conduct against a child, a class D felony; and endangering the welfare of a child, a class A misdemeanor.
It is alleged that Nowalk, being over the age of 18, did rape a female under the age of 13 on or about May 7, 2013, in the Town of Smithville. It is also alleged that during the month of November, 2012, in the Town of Smithville, the defendant did engage in a number of sexual acts with a person under the age of 13. Furthermore, Nowalk is accused of having repeatedly subjected another person to a series of sexual acts while said person was less than 13 years old between the time period of 2008 and May 7, 2013.
• Maureen G. Fuino, 53, Rochester, was indicted on one count of driving while ability impaired by drugs, a class E felony.
It is alleged that on or about April 7, 2013, at approximately 5:41 p.m. on state Highway 220 in the Town of Oxford, Fuino was driving while impaired by drugs.
•Michael A. Marshall, 24, Vestal, was indicted for third degree criminal possession of a controlled substance, a class B felony; fifth degree criminal possession of a controlled substance, a class D felony; and two counts of seventh degree criminal possession of a controlled substance, a class A misdemeanor.
It is alleged that – on or about March 20, 2013 – Marshall was found to be in possession of 46 glassine envelopes containing heroin, with the intent to sell, as well as several syringes of liquid heroin following the execution of a “no-knock” search in March at 7B State St., Norwich.
• Kristin J. Miller, 33, Norwich, was indicted on seven counts including predatory sexual assault against a child, a class A-II felony; first degree sexual conduct against a child, a class B felony; first degree rape, a class B felony; first degree criminal sexual act, a class B felony; first degree incest, a class B felony; second degree rape, a class D felony; and endangering the welfare of a child, a class A misdemeanor.
It is alleged that the defendant, between the months of May 2012 and August 2012 – and in concert with another – did engage in a number of sexual activities with an individual under the age of 13.
• Thomas E. Miller Jr., 37, Norwich, was indicted on charges of predatory sexual assault against a child, a class A-II felony; first degree sexual conduct against a child, a class B felony; first degree rape, a class B felony; first degree criminal sexual act, a class B felony; second degree rape, a class D felony; and endangering the welfare of a child, a class A misdemeanor.
It is alleged that Miller, between the months of May 2012 and August 2012 ordered another individual to engage in a number of sexual acts in which the victim was under the age of 13.
• Gertrude B. Bullock, 63, Mount Upton, has been indicted on the charges of third degree welfare fraud, a class D felony; and first degree offering a false instrument for filing, a class E felony.
It’s alleged that the defendant falsified day care provider time sheets by filing for additional times of reimbursement for child care when she was not working, receiving public assistance in the estimated total of $12,181.84.
• Amey Suwarrow, 28 of South New Berlin, has been indicted on charges of third degree welfare fraud, a class D felony; and first degree offering a false instrument for filing, a class E felony.
It’s alleged that the defendant falsified day care provider time sheets by filing for additional times of reimbursement for child care when she was not working, receiving public assistance in the estimated total of $12,181.84.
• Eneth M. Davenport, 35, Norwich, was indicted on charges of first degree criminal nuisance, a class E felony; and seventh degree criminal possession of a controlled substance, a class A misdemeanor.
Davenport is accused of maintaining a premises in which people gathered and sold controlled substances while also benefiting from it. She is also accused of being in possession of syringes containing the narcotic heroin.
•Ashley N. Babcock, 25, Norwich, was indicted for first degree criminal nuisance, a class E felony; and seventh degree possession, a class A misdemeanor.
It's alleged that Babcock maintained a premises in which people gathered and sold controlled substances while at the same time benefiting from said sales. She is also accused of being in possession of syringes containing the narcotic heroin.
