It is alleged that Dougher leveled a loaded Smith & Wesson .38 Special Revolver at another individual during a verbal exchange. It is also alleged that Dougher, conscious of the fact that said revolver was soon to be used in an official proceeding, attempted to prevent such use by disposing of it in the nearby Chenango River. Furthermore, it’s alleged that Dougher subsequently signed a written statement made to the investigating officer claiming that the revolver was a BB gun while knowing otherwise.

• Scott Frost, 28, Binghamton, pleaded not guilty to first degree robbery, a class B felony; third degree robbery, a class D felony; fourth degree criminal possession of a weapon, a class A misdemeanor; and petit larceny, also a class A misdemeanor.
