NPD slated to receive federal grant

NORWICH – With several members of the Norwich City Police Department set to retire in the coming year, the NPD was recently announced a recipient of nearly $125,000 in federal grant funding to help ease the burden of hiring needed replacement personnel in the 2014 budget year.
Grant funding comes by way of the United States Department of Justice Community Oriented Policing Service (COPS) Office which received a grant application from the Norwich Police Department in April. City officials were notified that they secured the grant in a phone call and written confirmation received early last week.
According to Norwich Police Chief Joseph Angelino, additional funding from the COPS Hiring Program provides much desired relief as the department seeks to replace a total of four retiring officers by the end of 2014. The department has maintained a $1.4 million budget this year, approximately $1.2 million of which was designated for regular personal services.
“In a department the size of the Norwich Police, this grant funding will go a long way to assist in protecting the community,” he said in a written statement to The Evening Sun.
Grant funding will help assist the department in covering costs for the next three years and, as per specified terms of the grant, requires $83,650 local share to be applied over a three year period.
“This is additional funding that really helps us keep our police force intact by helping us pay their salaries,” said Norwich City Mayor Joseph Maiurano, adding his conviction that the increasing demands of the NPD far exceed its relatively small size. “They do a great job with the number of people they have working in the department. Having this grant allows them to keep serving the city the best they can.”
According to Angelino, several factors were taken into consideration when the city was determined eligible for COPS grant funding, including the community’s current fiscal condition, the amount and types of crimes reported in the jurisdiction, and the Norwich Police Department’s plan on how this federal funding would be used.
The City of Norwich is one of only three municipalities in New York State awarded funds through the COPS Hiring Program. Other police agencies awarded similar grant funds were the City of Niagara Falls and the City of Troy. In total, 263 communities in the United States received similar awards out of the thousands of applications submitted, said Angelino.
“We really want to thank the offices of Congressman Richard Hanna, and Senators Charles Schumer and Kirsten Gillibrand. The support we received from them was incredibly helpful,” Maiurano added. “They have been influential in helping us improve the quality of the area.”
