Authorities seize heroin, arrest two
NORWICH – Authorities seized more than $5,000 worth of heroin early Wednesday evening, which was the result of a lengthy investigation into the drug trade in Norwich, according to Norwich Police Chief Joseph Angelino.
At approximately 5:30 p.m., Norwich Police Officers conducted a traffic stop within the city that led to the arrest of John A. Zangari, 51, and Lynn M. Minch, 44, both of Norwich.
According to a release by the NPD, officers found a large quantity of bundled heroin while executing a search warrant on the vehicle and the occupants. Simultaneously, Norwich Police officers searched an apartment at 28 Fair Street.
The investigation included detectives from the Chenango Sheriff’s Office and assistance from Chenango County District Attorney Joseph McBride, and the search warrants were authorized by Chenango County Court Judge Frank B. Revoir, Jr.
“Officers located a large quantity of double-sized packets of heroin with a local street value in excess of $5,000,” said Angelino.
Both individuals were charged with criminal possession of a controlled substance in the third degree, a class B felony; and criminal nuisance in the first degree, a class E felony. The third degree possession charge alleges intent to sell the substance.
In 2011, Zangari was indicted by a Chenango County grand jury on welfare fraud charges. He pled guilty in 2012, and was ordered to pay restitution or serve a split sentence.
“Narcotics detectives and uniformed officers put in many hours on this investigation. Because of the cooperation between local, state and federal law enforcement agencies, there is a great deal of talent and technology being directed at illegal substances being imported to Norwich from metropolitan areas,” said Angelino.
