June indictments: Drugs, fraud, DWI

A Chenango County grand jury convened for the month of June and as a result six individuals were indicted on Wednesday.
• Robert C. Bryant, 32, Sherburne, was indicted on the charges of forgery in the second degree, a class D felony; grand larceny in the fourth degree, a class E felony; and criminal possession of stolen property in the fourth degree, a class E felony.
It’s alleged that Bryant forged the signature of someone else to purchase $20 in gasoline at a convenience store in the Town of Norwich. It is further alleged that Bryant stole the same victim’s wallet that contained the debit card used. Additionally, per the indictment, Bryant allegedly used the said stolen card to purchase groceries at a store in the City of Norwich.
• Crystal M. Hall, 52, Norwich, was indicted on welfare fraud in the third degree, a class D felony; and offering a false instrument for filing in the first degree, a class E felony.
Hall allegedly concealed wages from the Department of Social Services that she had received from a private employer. During the period of October 2011 through September 2013, Hall received food stamp assistance and Medicaid in the amount of $5,650.92 which she was not entitled to receive.
• David A. Crane, 46, Smyrna, was indicted on the class E felony of aggravated unlicensed operation of a motor vehicle in the first degree; aggravated driving while intoxicated, and driving while intoxicated.
It’s alleged that Crane operated a motor vehicle on or about May 29, 2014 in the Town of Smyrna while under the influence of alcohol, and while knowing or having reason to know that his license and privilege of operating a motor vehicle in New York State had been suspended or revoked. Per the indictment, Crane took a chemical test which resulted in a reported blood alcohol content of .21, more than twice the legal limit.
• William J. Quigley, 53, Sidney, was indicted on three counts of criminal sexual act in the first degree, a class B felony; course of sexual conduct against a child in the first degree, a class B felony; three counts of criminal sexual act in the second degree, a class D felony; and two counts of endangering the welfare of a child, a class A misdemeanor.
Allegedly, in September, October, and November of 2006, Quigley – in the Town of Oxford – did engage in oral sexual conduct with a young boy.
• Robert S. Despres, 61, Norwich, was indicted on the charges of aggravated unlicensed operation of a motor vehicle in the first degree, a class E felony; and driving while ability impaired by drugs, a class A misdemeanor.
Despres allegedly did drive a vehicle on or about June 8, 2014 in the City of Norwich while his ability to do so was impaired and while knowing or having reason to know his privilege to operate a motor vehicle in New York was suspended or revoked. Additionally, it’s alleged that Despres failed field sobriety tests and stated he had taken klonopin and tramadol that morning.
• Jennifer L. Perrotti, 39, New Berlin, was indicted on criminal possession of a controlled substance in the third degree, a class B felony; criminal nuisance in the first degree, a class E felony; endangering the welfare of a child, a class A misdemeanor.
Allegedly, Perrotti, on or about May 15, 2014, did knowingly and unlawfully possess approximately seven grams of cocaine with the intent to sell it. It’s further alleged that she used her residence for the purpose of engaging in unlawful sales of controlled substances, and did benefit monetarily and received controlled substances from the transactions that took place at her residence. Additionally, per the indictment, there were narcotics and hypodermic needles in areas accessible to a three-year-old child.
All of the above will appear in County Court at a later date.
