County adopts new grant policies

NORWICH – The Chenango County Board of Supervisors has accepted a new policy that further restricts the administration of public funding to nonprofit organizations for economic development purposes.

Traditionally, funding has been readily available to local nonprofits via the county’s Infrastructure, Promotion and Business Development (IPBD) program which helps to promote business and economic development opportunities county-wide.

But county officials say the newly adopted proposal will discourage local organizations, including municipalities, from relying on the IPBD account as part of their regular annual budgets.

According to the resolution passed at the June meeting of the Board of Supervisors, more oversight of the IPBD account is needed to deter organizations from turning to the program for help year after year. The board members agreed that more stringent policies and procedures will guide the IPBD account toward its original purpose of providing nonprofits and municipalities with only occasional monetary assistance.
