Grants allow Area on the Aging to continue in-home services through year’s end
NORWICH – The Chenango County Area on the Aging is able to operate its Expanded In-Home Services for the Elderly Program (EISEP) through the end of the year, thanks largely to state and federal grant funds recently awarded to the agency.
On Monday, the county Board of Supervisors authorized an appropriation of grant funds totaling more than $32,400 to continue services through EISEP. Funds come to the county through five different channels, including $16,888 in state aid for community services for the elderly; $2,714 in state aid for its nutritional assistance program; $832 in state aid for EISEP; $10,420 in federal aid for the Medicare Improvements for Patients and Providers Act; and $1,578 in federal aid for the agency’s aging nutrition program.
Given some flexibility to designate those funds to its choosing, the Area on the Aging earmarked all money received for continuation of EISEP services, explained Aging Services Coordinator Brian Wessels.
“EISEP is a much needed service in our area that keeps with our mission of helping people live at home safely and independently for as long as possible,” said Wessels. “For many of the services offered through EISEP, it makes the difference between people who can stay at home with a little help and people who transfer to a more institutional setting or skilled nursing facility.”
The Area on the Aging is hiring subcontractors through Family Health Services of Sherburne to continue services through EISEP. The EISEP program is divided into two levels, explained Wessels. Level one is for primary housekeeping type services such as everyday errands or trips to the store. Level two offers the same services plus more hands-on care which typically require qualified individuals in a nursing related field.
“We have been able to continue the program for a long time,” Wessels added. “It’s not a 24-hour a day, seven days a week care. It’s to supplement what someone can do for themselves or what their families can do for them.”
More than 70 county residents currently rely on EISEP services to stay in their home. With a swelling aging population in Chenango County – nearly 15,500 residents age 60 and older by the year 2020 (an approximate 22 percent increase from 2010), according to projections by the New York State Office for the Aging – there will only be a greater need for funding in the future.
Although grant funds are a boost for EISEP, the Area on the Aging anticipates that money received will only get the program through the end of the year. The agency was allotted $118,180 for EISEP sub-contractors in its 2014 fiscal budget.
The Area on the Aging encourages seniors in need of in-home assistance to contact its offices at 337-1770. The agency also reminds beneficiaries that open enrollment for Medicare prescriptions (part D) will start in October.
