County approves $47,000 for court facility driveway upgrade

NORWICH – The Chenango County Board of Supervisors on Monday approved additional funds to be designated for further modifications to The Eaton Center where the county court facilities were recently relocated.
The resolution adopted by the Board calls for a $47,000 transfer from a contingency account that was created for the courts relocation project. Money will be used for fit up expenses as well as construction of a driveway leading from the north side of the building off Eaton Avenue to an entrance on the south side near the facility’s parking lot.
According to County Auditor RC Woodford, the driveway, which will serve primarily as an access point for the Chenango County Sheriff’s Office when transporting prisoners to and from the court facility, was part of the original design during renovations; but the county was only recently able to determine the costs of the project, he said.
Despite more funds being designated for the court relocation project, the county expects a state aid reimbursement of approximately $22,000 to offset the local share.
This isn’t the first time county legislators have approved a monetary transfer to accommodate anticipated needs at the court’s new home in The Eaton Center. In May, the Board approved a $50,000 transfer from the contingency account for communications infrastructure needs. Such expenses had been underestimated when the Board of Supervisors voted in favor of the move in September, 2013. Woodford explained it was understood that additional funds for the project would be needed, but exactly how much and when was unknown at the time.
The county's court facilities had been working closely with Who's We? LLC., proprietor of The Eaton Center, and engineers hired by Who's We? since a 30-year lease agreement was signed.
The relocation of the court facilities (previously located on the third floor of the Chenango County Office Building) was to satisfy requirements of the New York State Unified Court System which mandated that the county find additional space to accommodate the growing number of county, family and surrogate court cases in the state's Sixth Judicial District.
When all is said and done, total costs of the undertaking is expected to range between $12 million and $15 million.
The Eaton Center now houses the county's family, surrogate, and drug courts, as well as the court clerks, law library, public defender, district attorney, probation department, and all respective staff.
