‘No knock’ on State Street leads to three arrests by NPD
NORWICH – The Norwich Police Department concluded an investigation into the distribution of illegal substances with the execution of a no-knock search warrant at 12 State St. in the City of Norwich.
On Friday, Nov. 7, 2014, at approximately 9:20 p.m., NPD officers forcibly entered a single family residence with the authority of a search warrant signed by Chenango County Court Judge Frank B. Revoir, Jr.
Once inside the residence, NPD officers arrested three people for alleged crimes and seized large quantities of heroin, “crack” cocaine and cash. NPD officers made entry and were allegedly able to stop one of the people inside the residence from destroying illegal substance evidence.
There was also a child under the age of 12 inside the residence at the time of entry.
The arrests followed an investigation that began when officers were alerted to a high amount of transient traffic to and from the residence.
According to police, NPD K-9's Weeks and Nitro assisted in the investigation.
NPD officers were assisted by the New York State Police Community Narcotics Enforcement Team (CNET).
“The people in this house were drawing attention to themselves. The investigators developed enough information to obtain a search warrant and the results speak volumes of what was going on in there for the past few weeks,” said Norwich City Police Chief Joseph Angelino.
The NPD have made 73 arrests for criminal possession of controlled substances so far this year, compared to approximately 40 arrests for all of 2013.
“This increase is, in part, because the Mayor and City Council funded an additional officer in March of this year allowing us to devote a detective to full-time narcotics investigations,” said Angelino. “We are aware of similar activity at other locations and we’re developing information with help from the District Attorney and our CNET partners and we’ll do this again in time.”
Miguel A. Abreu, 28, of Brooklyn, NY, Shaun P. Sullivan, 34, of Norwich and Samantha M. Remillard, 34, of Norwich were the three arrested last Friday.
All three defendants were charged with the following: two counts of criminal possession of a controlled substance in the third degree, a Class B felony; criminal possession of a controlled substance in the seventh degree, a Class A misdemeanor; criminally using drug paraphernalia, a Class A misdemeanor; criminal nuisance in the first degree, a Class E felony; endangering the welfare of a Child, a Class A misdemeanor.
Abreu was also charged with the Class E felony of tampering with physical evidence for his alleged attempts to destroy and or hide evidence upon the appearance of the police officers.
The three defendants were arraigned in Norwich City Court on Sat., Nov. 8, 2014.
Abreu was remanded to the Chenango County Correctional Facility in lieu of $25,000 cash bail or $50,000 bond; Remillard was remanded in lieu of $10,000 cash or $20,000 bond; and Sullivan was remanded to the CCCF without bail.
The child at the residence was turned over to a family member and proper notifications were made concerning that child’s welfare.
“I commend all of the investigators and officers involved with this investigation and the arrests,” said Angelino.
