OFC program offers assistance to mobile home owners

CHENANGO COUNTY – Mobile home owners in Chenango County may be eligible for help repairing or even replacing their home, thanks to a round of New York State grant funds being funneled through Opportunities for Chenango.
In May, the Chenango County Department of Planning and Development, on behalf of Opportunities for Chenango (OFC), accepted an award earmarked for low-income residents who need to make critical repairs to their mobile home but can’t due to financial hardships. The $400,000 grant comes by way of the Office of Housing and Community Renewal, a state-run agency that oversees development programs in the area of housing restoration and preservation.
Those funds were recently leveraged by an additional $400,000 awarded to OFC through the NYS Community Development Block Grant program. It’s welcome news considering the high number of residents in Chenango County living in mobile homes, explained Karen Glasbergen, Housing Director for OFC.
“We are currently looking for people who qualify for assistance and could use their mobile home replaced,” Glasbergen said, citing program stipulations that require applicants to own the mobile and the land its on, and be caught up on their taxes. “Funding for the mobile home replacement came to us later than expected, so we’re really pushing this program for the people who could use it.”
At present, more than 21 percent of county residents live in manufactured homes – the second highest percentage in New York State, according to the most recent data from the U.S. Census Bureau. Given the need, Glasbergen said opportunities like this are vital for the area.
Grant stipulations require OFC to use funding within two years, Glasbergen added. Enough money is available to replace eight mobile homes and rehabilitate 12 throughout the county.
This marks the second time the county has been awarded money for mobile home repairs and replacement. In 2011, the county received $400,000 for what was then a pilot program. That grant was later leveraged by additional state funding that allowed OFC to fully replace 11 mobile homes in 2011 and 2012.
In addition to the mobile home repair and replacement program, Opportunities for Chenango is also promoting its weatherization assistance program to help qualified homeowners reduce energy costs by making homes more energy efficient. The program assists low-income people with a focus on the elderly, persons with disabilities, and families with children. More than 35 homes were rehabilitated through the weatherization assistance program last year.
Applicants for the mobile home repair assistance and the weatherization assistance programs must meet certain financial criteria established by Opportunities for Chenango. For more information about either program, call 336-2101 or visit ofcinc.org.
