Southern Tier awarded $70,000 to help spur economic growth
CHENANGO COUNTY – Chenango County may profit from a new round of federal grant funds awarded this week to help trigger economic growth in the region.
U.S. Representative Richard Hanna announced Monday that the Economic Development Administration (EDA) will allocate $210,000 in federal grant funding to agencies across upstate New York in order to promote economic development and job creation.
Three regions in the 22nd Congressional District, including the Southern Tier, Central New York and the Mohawk Valley, were each awarded $70,000 to create a framework for economic development and help design a strategy that supports private capital investment and job creation in the region.
“It is my hope that this grant funding will be instrumental in helping to strengthen public-private partnerships to create more jobs for upstate New Yorkers,” said Congressman Hanna. “It can grow our local economies and create a strategy for keeping our neighbors working and our communities strong for years to come.”
In the Souther Tier, grant funds will be administered to Souther Tier East Regional Planning and Development Board, a regional planning and economic development organization whose mission is to partner with counties in the Southern Tier to address issues that might improve the quality of life throughout the region. The organization provides services in Chenango, Broome, Cortland, Delaware, Otsego, Schoharie, Tioga and Tompkins counties.
While the most recent round of EDA funding is something given annually, these funds play a decisive role in bringing project ideas to fruition, explained Eric Miller, Director of Southern Tier East.
“This grant allows our staff and faculty to work on economic development strategies that open the doors for additional federal dollars in the future,” Miller said. “It’s money that helps us come up with a comprehensive plan that can lead to bigger projects where we might be eligible for more federal grant funding to get those projects off the ground.”
The key, Miller added, is showing to federal legislators that those projects can spur economic development throughout the region in order to make them more viable for federal grant dollars.
Although the recent round of EDA funds will not support any specific project, Miller said it may help develop a comprehensive plan that will allow Southern Tier East to pursue the expansion of broadband access in Chenango County in 2015.
“Broadband is a priority for many federal legislators in 2015,” he added, citing key priorities of the Economic Development Administration from year to year. “So those types of projects should be fundable.”
Chenango County most recently benefited from EDA grant funds designated to help restore the Utica Main Line Railroad, which has been inoperable since being damaged by heavy flooding in 2006 and more so in 2011. The EDA awarded the county $4.7 million for the railroad restoration project in 2012.
Across the Chenango County boarder, Amphenol Aerospace in the Village of Sidney will benefit from $3.8 million in EDA funding awarded to the Delaware County Industrial Development Agency. Those funds will help the manufacturer to flood-proof its facility after seeing the detrimental effects of flooding in 2011.
“Th hard part is that EDA dollars are very limited for projects, so there’s a lot of competition for grants throughout the nation,” said Miller, noting that a formal comprehensive plan would increase chances of being awarded for other EDA grants down the line. “The $70,000 awarded only allows us to develop a base document for the region, but it’s a great use of EDA dollars.”
