Multi-million dollar landfill project on target for 2015

PHARSALIA – The Chenango County Department of Public Works is making strides in a multi-million dollar cell development project at the county landfill in the Town of Pharsalia, giving officials reason to be hopeful the project will be completed by late 2015.
A resolution authorizing solicitation of bids for construction of a new cell a the landfill was adopted at the December meeting of the County Board of Supervisors. According to Director of Public Works Shawn Fry, the nearly $3.5 million project is on track to start construction in the spring, weather permitting.
Bids for the project went out last week, said Fry, and county officials will start opening bids on Jan. 23.
The newest cell will be the fourth solid waste cell at the county landfill. Last year, the county authorized a $249,700 agreement with Barton and Loguidice, a Syracuse-based planning and engineering firm, for design and development of the new cell. That contract also encompasses bidding assistance, administration, construction inspection and construction certification services.
Although use of cell four may not be needed for another two to three years, the aim, explained Fry, is to have it ready for use beforehand in order to address any problems or concerns pile up.
“We want to be ahead of the game on this project, not in a place where we have our backs against the wall,” Fry said.
The same approach was taken when the county opened the third cell at the landfill in 2008. That cell, which is smaller than the proposed fourth cell, was expected to last about five years.
“We’re hoping to maybe get eight to ten years from the new cell,” added Fry.
In the meantime, the DPW is working closely with Barton and Loguidice and the New York State Department of Environmental Conservation to ensure the newest cell is up to snuff with DEC regulations.
The county landfill is permitted by the DEC to have a maximum of seven cells. Depending on the rate at which those cells are filled – which is often influenced by largescale building projects in the county, such as the demolition of the old New York State Veterans Home in Oxford in 2010 – county officials expect another 30-40 years before reaching capacity at the Pharsalia landfill.
In addition to authorizing engineering and soliciting bids for construction, the County Board of Supervisors has also started to set aside funds to close the Pharsalia landfill when it reaches full capacity. Set aside funds to close the facility are mandated by the New York State DEC.
Although there’s still room in the three existing cells and cell four has yet to be opened, the need for a fifth cell has already been brought up by county officials. Fry said that project, when it happens, is likely to be upward of $4 million.
