Street fight leads to felony charges for one, man released after arraignment
NORWICH – A Norwich man was arrested on felony assault and strangulation charges on Feb. 14, 2015 and was released on his own recognizance following his arraignment in Norwich City Court.
According to Norwich Police Chief Rodney Marsh, the Norwich Police Department received a call from Chenango County Dispatch at approximately 4:52 a.m. Feb 14, 2015 of a fight in progress within the City of Norwich, on State Street.
When NPD officers arrived, they found that the fight had moved from State St. to the vicinity of Gold St.
“Officers responded to Gold Street and located two individuals fighting in the street,” read a release from the NPD.
Arrested was William F. Crandall, 36, of Norwich. Crandall was charged with assault in the second degree, a class D felony; strangulation in the second degree, a class D felony; and endangering the welfare of a child, a class A misdemeanor.
The charges allege that Crandall assaulted the victim and caused serious physical injury. Additionally, the charges allege that Crandall obstructed the breathing or blood circulation of the victim, thereby causing the victim stupor and/or loss of consciousness for a period of time.
It was also determined the initial complaint reported of the fight on State St. occurred in the presence of a juvenile, which is why Crandall was charged with the misdemeanor.
According to Marsh, the victim was treated at UHS Chenango Memorial Hospital for the injuries sustained and was released.
Crandall was held at the NPD lockup and was arraigned later that morning.
Crandall was released on his own recognizance from Norwich City Court.
A 17-year-old Norwich youth was also charged in connection with the incident and was released on an appearance ticket to appear in Norwich City Court. It is alleged that the youth damaged the victim’s cell phone during the fight. The teen was charged with criminal mischief in the fourth degree, a class A misdemeanor.
Crandall is to appear in court to answer to the two felony charges and the misdemeanor charge at a later date.
