Oxford man accused of sexually abusing 12-year-old and 10 others indicted

NORWICH – An Oxford man accused of sexually abusing a 12-year-old, defendants from the State Street drug bust of 190 packets of heroin, and a Norwich man who allegedly crashed a family member’s pickup while driving drunk were all indicted – among others – by a grand jury on Feb. 18.
• Scott M. Brazee, 39, Oxford, was indicted on the charges of three counts of sexual abuse in the first degree, a class D felony, and endangering the welfare of a child, a class A misdemeanor.
It is alleged that in December of 2014, at a Canal Street residence in the Village of Oxford, Brazee did subject a 12-year-old female victim to sexual contact on at least two separate occasions.
• Shaun P. Sullivan, 35, Norwich, was indicted on the charges of criminal possession of a controlled substance in the third degree, a class B felony; criminal nuisance in the first degree, a class E felony; and endangering the welfare of a child, a class A misdemeanor.
It is alleged on or about Nov. 7, 2014 at approximately 9:20 p.m., at 12 State St. in the City of Norwich, Sullivan – while acting in concert with others – did knowingly and unlawfully allow individuals to gather at his residence for the purpose of engaging in unlawful sales of controlled substances. Sullivan is accused of possessing 190 glassine envelopes of the narcotic drug heroin with the intent to sell it; possessing six individually wrapped packages of the narcotic drug cocaine with intent to sell it; and acting in a manner likely to be injurious to the welfare of a child by possessing, packaging and using illegal narcotics in a residence where an 11-year-old child was present.
• Miguel A. Abreu, 28, Brooklyn, was indicted on two counts of criminal possession of a controlled substance in the third degree, a class B felony; and endangering the welfare of a child, a class A misdemeanor.
It is alleged on or about Nov. 7, 2014 at approximately 9:20 p.m., at 12 State St. in the City of Norwich, Sullivan – while acting in concert with others – did knowingly and unlawfully possess 190 glassine envelopes of the narcotic drug heroin with the intent to sell it; possess six individually wrapped packages of the narcotic drug cocaine with intent to sell it; and act in a manner likely to be injurious to the welfare of a child by possessing, packaging and using illegal narcotics in a residence where an 11-year-old child was present.
• Heather R. Smith, 30, Afton, was indicted on the charges of welfare fraud in the third degree, a class D felony; and offering a false instrument for filing in the first degree, a class E felony.
It is alleged that on or about June 18 in the City of Norwich, Smith – with the intent to defraud the Chenango County Department of Social Services – filed a re-certification application with false information to receive public assistance. The application allegedly withheld the earned income of her significant other who resided with her. Smith received Food Stamp assistance and Medicaid assistance in the amount of $7,243.19, which she was not entitled to.
• Jeremy M. Sawyer, 38, Norwich, was indicted on the charges of driving while intoxicated, a class D felony; aggravated unlicensed operation of a motor vehicle in the first degree, a class E felony; and unauthorized use of a motor vehicle in the second degree, a class E felony.
It is alleged on or about Jan. 13 at approximately 7:01 p.m., on state Highway 12 in the Town of Sherburne, Sawyer did knowingly operate a 2003 GMC pick-up truck – without consent from the owner of the vehicle and without a valid drivers license – while in an intoxicated condition with a blood alcohol concentration of more than .08 of one percent of alcohol.
• Michelle R. Gonzalez, 26, Norwich, was indicted on the charges of criminal possession of a controlled substance in the third degree, a class B felony, and criminal possession of a controlled substance in the seventh degree, a class A misdemeanor.
It is alleged that on or about Sept. 24, 2014 at a Silver Street residence in the City of Norwich, Gonzalez did knowingly and unlawfully possess 15 individually wrapped baggies of the narcotic drug cocaine with the intent to sell it.
• Ward C. Lozier, 38, Norwich, was indicted on the charges of criminal possession of a controlled substance in the third degree, a class B felony; criminal nuisance in the first degree, a class E felony; and criminal possession of a controlled substance in the seventh degree, a class A misdemeanor.
It is alleged on or about Jan. 5 at approximately 1 p.m., at 5630 County Road 32 residence in the Town of Norwich, Lozier –while acting in concert with another– did knowingly and unlawfully allow individuals to gather at his residence for the purpose of engaging in unlawful sales of controlled substances and possess one plastic Ziplock bag of the narcotic drug heroin with the intent to sell it.
• Scott W. George, 43, Norwich, was indicted on the charge of failure to register or verify as a sex offender, a class E felony.
It is alleged on or about Dec. 6, 2014, George –as legally required– failed to provide the New York State Division of Criminal Justice Services Sex Offender Registry with a valid address within 10 calendar days after his release from Chenango County Correctional Facility. George allegedly registered his address as 106 Dunkle Road in Preston, which according to authorities, does not exist.
• Anthony J. Biviano, 26, Norwich, was indicted on the charge of failure to register or verify as a sex offender.
It is alleged that on or about Jan. 10 in the City of Norwich, Biviano –as legally required– did fail to register with the New York State Division of Criminal Justice Services Sex Offender Registry within 10 days of his move on Dec. 30, 2014 from 35 Silver Street in Norwich to an unknown address.
• Todd E. Dewey, 38, Afton, was indicted on the charge of failure to register or verify as a sex offender, a class E felony.
It is alleged on or about Jan. 1 at 105 Kelsey Brook Park in the Town of Afton, Dewey did knowingly create an email account and internet identifier on Facebook, and as of Jan. 26, he –as legally required– failed to register the email or internet identifier with the New York State Division of Criminal Justice Services Sex Offender Registry within 10 calendar days.
• Shawn C. Cummings, 37, Norwich, was indicted on the charge of failure to register or verify as a sex offender, a class E felony.
It is alleged Cummings – as legally required – failed to register or verify with the New York State Division of Criminal Justice Services Sex Offender Registry within 10 calendar days.
