District Attorney confirms condition of shooting victim is improving

NORWICH – Following more than a week of speculation, the still unnamed victim who was shot last Sunday, July 19, finally shows signs of his health improving.
The world of social media exploded with many rumors initially following the incident last week, regarding who the victim was and the medical state he was currently in, which caused many to wildly speculate.
“I personally spoke with the victim on Sunday and his condition is improving,” said Chenango County District Attorney, Joseph A. McBride.
At this time the victim has still not officially been identified, as he has asked personally for this.
“Obviously my heart goes out for all involved especially his family and friends. I want to make sure the public knows that I am involved and we want them to be informed as much as possible on what is currently happening. We are working to make this a safer place for all,” said McBride.
McBride had no other comment on the matter at this time due to the case still pending in the court system.
Following an incident between two individuals that occurred outside of an establishment on North Broad Street and made its way to a Lackawanna Avenue parking lot. It is alleged that Wayne Spratley, 33, of Greene, on July 19, 2015, in the parking lot of Lackawanna Avenue in downtown Norwich, did fire a loaded pistol hitting the unnamed victim.
Spratley, was charged with attempted murder, a class B felony, punishable by up to 25 years in the New York State Department of Corrections if found guilty.
Spratley was arraigned in front of Chenango County Court Judge Frank B. Revoir Jr. and was remanded to the Chenango County Correctional Facility in lieu of $50,000 cash bail or $100,000 bond.
Spratley was initially arraigned late Sunday afternoon, July 19th, 2015, but was able to bond out of the Chenango County Correctional Facility on Tuesday.
McBride explained there may be additional charges concerning the shooting incident.
Spratley was re-arraigned on the charges of criminal use of a firearm in the first degree, a class B felony and assault in the first degree, a class B felony, on Thursday July 23rd, 2015.
No additional bail was set for Spratley. He is to appear again in Chenango County Court on the fourth Wednesday in August.
