Crouch backs ‘underground infrastructure’ bill

ALBANY – Assemblyman Clifford Crouch (R-Bainbridge) is pushing a new bill that may help local municipalities revitalize aging water, sewer, storm drains, and gas lines.
Crouch, along with his Assembly colleagues, called on the state legislature last week to create the Safe Water and Infrastructure Action Program (SWAP), which they say would help cities, towns and villages repair or replace deteriorating underground infrastructure.
Similar to the state’s existing Consolidated Local Street and Highway Improvement Program (CHIPS), SWAP would provide annual state funding to municipalities to swap out old, deteriorating pipes and water mains.
“While our upstate roads and bridges are extremely important to the safety of our communities and local economic growth, the infrastructure that we don’t see, and take advantage of everyday, is just as important,” said Crouch. “Every time a village has a water main break, drinking water contamination, a power outage during the winter season, or as we have experienced in recent years, storm water flooding, that is our ‘underground’ infrastructure failing our communities. By creating this fund we will maintain public health and safety.”
Supporters of the bill say repairs to deteriorating underground pipes have become a burden on local municipalities and have even hindered economic development as municipalities turn their resources toward fixing collapsed lines or addressing unsafe drinking water conditions.
