Program offers help to first time home buyers
NORWICH – People looking to buy a home in Chenango County may be eligible for a financial leg up, thanks to a recent round of grant funding earmarked for first time home buyers.
Quaranta Housing Services, the housing assistance division of Opportunities for Chenango (OFC), is soliciting eligible applicants for the seventh round of its First Time Homebuyer Program. In addition to offering financial assistance, the First Time Homebuyer Program aims to educate low income families about the facts of home ownership and the home buying process.
OFC was recently awarded $350,000 through New York State Homes and Community Renewal for the program which will allow Quaranta to provide up to $20,500 for downpayment and closing cost assistance to approximately 17 Chenango County families.
“It’s a good program to help people who are considering buying their first home,” said First Time Homebuyer Program Coordinator Michele Clark. “But it does require pre-purchase education which can be taken either in group or online.”
Clark said that required pre-purchase classes are continually offered online to those who are grant eligible. But for people who prefer a traditional classroom setting, Quaranta will begin offering group classes starting in May.
While the First Time Homebuyer Program is nothing new to the Chenango County area, this is the first year OFC is also partnering with NBT Bank and the City of Norwich for an initiative targeted toward home buyers in the City of Norwich. The initiative, called the Home in the City Program, accesses money from the First Time Homebuyer Program to expand homeownership and reduce blight in the city.
NBT’s support began in 2012 with a $1 million pledge to make low-interest mortgages available to qualified Norwich residents. The company recently contributed an additional $5,000 to OFC to support the organization’s Quaranta Housing Services Center.
“Our involvement started when we began to talk about rolling out a program that would be attractive to area residents and first time homebuyers,” said NBT Residential Mortgage Manager Joseph Culver. “We knew that there needed to be a partnership to turn more people into residents and homeowners in the city. That to me is what creates success – having a group of partners coming to the table to combine all our efforts, and I think that’s what has made this program successful.”
OFC’s First Time Homebuyer Program has served more than 100 individuals and families to date. Assistance is available to potential homeowners who meet certain criteria and earn up to 80 percent of the county median annual income ($51,650 per year for a family of four).
“We are proud to continue our support for this valuable community program that assists low-moderate income households and first time homebuyers by providing them with the tools necessary to move forward as they reach for their goal to become successful homebuyers,” said Culver.
