Five of the fifteen indicted by the grand jury in April face meth charges
The Chenango County grand jury met last week, to determine who would be indicted for the Month of April. Fifteen were indicted, five of which were related to meth charges. The other top charges individuals were indicted on were assault, grand larceny, burglary, and driving while intoxicated.
• Rachel E. Cummings, was indicted on three felony charges. Cummings was charged with criminal possession of methamphetamine, a class E felony; criminal possession of precursors to methamphetamine, a class E felony; and unlawful disposal of methamphetamine laboratory material, a class E felony.
It is alleged that Cummings, on Feb. 14, in the Town of Norwich at the Norwich Motor Lodge and with others and with intent to use, possessed pseudoephedrine, sulfuric acid, sodium hydroxide, ammonium nitrate, lighter fluid, lithium metal, and mason jars with make methamphetamine.
The unlawful disposal charge alleges that Cummings did attempt to dispose of the material by placing the mason jars, which contained hazardous materials, inside the dumpster, outside in the back of the motel.
• Elizabeth G. Wynns, was indicted on four felony charges. Wynns was charged with criminal possession of controlled substance in the second degree, a class A-II felony; unlawful manufacture of methamphetamine in the third degree, a class D felony; criminal possession of precursors to methamphetamine, a class E felony; and unlawful disposal of methamphetamine laboratory material, a class E felony.
It is alleged that Wynns, on Feb. 5, 2016 on Silver Street in the City of Norwich, did possess a 16 ounce plastic bottle of a liquid substance that was methamphetamine. The liquid methamphetamine had an approximate weight of four ounces. It is also alleged that Wynns possessed muriatic acid, sodium hydroxide, ammonium nitrate, white gas, pseudoephedrine, Drano, and the plastic bottle.
The unlawful disposal charge alleges that Wynns attempted to dispose of the bottle of liquid methamphetamine by placing it behind the garage at the residence on Silver Street.
• Alexis D. Braam-Armondi, was indicted on three felony charges, as well as one misdemeanor charge. Braam-Armondi was charged with unlawful manufacturing methamphetamine in the third degree, a class D felony; burglary in the third degree, class D felony; criminal possession of precursors to methamphetamine, a class E felony; as well as criminal trespass in the second degree, a class A misdemeanor.

It is alleged that Wheeler, on Feb. 19, 2016 in the Village of Earlville, with intent to use, possessed pseudoephedrine, butane fuel, ether, a bottle, tubing, and dry filters in order to manufacture methamphetamine.
• Kevin M Fernandez, was indicted on one felony charge, as well as one misdemeanor charge. Fernandez was charged with assault in the second degree, a class D felony; and assault in the third degree, a class A misdemeanor.
It is alleged that Fernandez on March 15, 2016 in the Town of Lincklaen, did intentionally intend to cause injury to the victim in the matter, and did so by punching them in the face with a closed fist. These actions did cause a fracture to the left cheekbone and left orbital eye socket, requiring surgery.
• James S. McIntosh, was indicted on two felony charges, as well as three misdemeanor charges. McIntosh was charged with reckless endangerment in the first degree, a class D felony; unlawful imprisonment in the first degree, a class E felony; assault in the third degree, a class A misdemeanor; criminal obstruction of breathing of blood flow, a class A misdemeanor; and criminal possession of a weapon in the fourth degree, a class A misdemeanor.
It is alleged that McIntosh, on march 24, 2016 in the City of Norwich on Sheldon Street, pointed a loaded Optima V2 50 Caliber Black Powder Pistol at the victim and threatened to kill said victim, creating a grave risk of death.
It is also alleged that McIntosh would not let the victim leave, struck the victim with a closed fist, causing bruising to the face, as well as placed his arm around the neck of the victim to obstruct the breathing.
• William H. Holden, was indicted on one felony charge, as well as one misdemeanor charge. Holden was charged with criminal contempt in the first degree, a class E felony, and assault in the third degree, a class A misdemeanor.
It is alleged that Holden, on March 7, in Bainbridge on State Route 206, with intent to harass, annoy, threaten or alarm the victim; did ultimately subject the victim to physical contact by intentionally striking them in the face causing injury. An order of protection has been issued by the Unadilla Town Court in favor of the victim in September of 2015, and expired March 14, 2016.
• Jason C. Douglas, was indicted on one felony charge, as well as one misdemeanor charge. Douglas was charged with assault in the second degree, a class D felony; and assault in the third degree, a class A misdemeanor.
It is alleged that Douglas, on March 18, 2016 in New Berlin, did intentionally cause physical injury to the victim, a Chenango County Sheriff's Officer, while he was performing his lawful duty investigating a domestic dispute. Douglas did cause lacerations and swelling to the Officers wrist hand and neck.
• Clifton J. Brooks, was indicted on three felony charges. Brooks was charged with criminal possession of a controlled substance in the fifth degree, a class D felony; promoting prison contraband in the first degree, a class D felony; and tampering with physical evidence, a class E felony.
It is alleged that Brooks, on March 11, 2016 in the Town of Norwich at the Chenango County Correctional Facility did possess approximately one gram of cocaine, which is approximately 1,000 milligrams.
It is further indicated that Brooks possessed bandages on his feet containing small plastic bags of cocaine.
The tampering with physical evidence charge stems from the Village of Greene, where Brooks allegedly attempted to prevent the discovery of the narcotic drugs cocaine and heroin by crushing them with his feet.
• Michael A. Wilson, was indicted on six felony charges, as well as three misdemeanor charges. Wilson was charged with two counts of criminal mischief in the second degree, a class D felony; grand larceny in the fourth degree, a class E felony; three counts of the criminal mischief in the fourth degree, a class E felony; and three counts of the misdemeanor criminal mischief, all class A misdemeanors.
It is alleged that Wilson, March 8 and 9, of 2016 in the Town of Sherburne, did intentionally damage property and belongings of nine different victims, by spray painting, and breaking many vehicles, as well as school property. The grand larceny charge alleges that Wilson stole a 2003 Chevrolet Blazer.
• Carlton O. Little Jr., was indicted on two felony charges, as well as two misdemeanor charges. Little was charged with two counts of burglary in the third degree, a class D felony; and two counts of petit larceny, a class A misdemeanor.
It is alleged that while in concert with another on Dec. 24, 2015, in Lincklaen, Little stole a Ruger 10/22 Rifle, Pancake Air Compressor, hunting knives, a cordless drill, inverters, inverter batteries, pop-up blinds, a Saw-Zall, and other assorted hand tools from within the victims seasonal residence.
• Gregory R. Branning, was indicted on one felony charges, as well as one misdemeanor charge. Branning was charged with grand larceny in the fourth degree, a class E felony; and petit larceny, a class A misdemeanor.
It is alleged that Branning, on Feb. 9, 2016 in the Town of Greene, did intentionally steal two Sidney Federal Credit Union debit cards from a victim.
• Jennifer D. Madura, was indicted on one felony charge, as well as one misdemeanor charge. Madura was charged with grand larceny in the fourth degree a class E felony; as well as petit larceny, a class A misdemeanor.
It is alleged that Madura, on June 8, 2015 in the Town of Norwich, did steal property exceeding $1,000 while working in concert with another. Madura is accused of stealing electronic items with a value of $1,542.97.
• Frank A. Crawford, was indicted on one felony charge. Crawford was charged with driving while intoxicated, a class E felony.
It is alleged that Crawford, on Feb. 2, in the Town of Oxford, at approximately 9:57 p.m. on State Highway 12, did operate a 1988 Pontiac Sunbird while in an intoxicated state. Crawford was observed swaying while he walked, with bloodshot and watery eyes as well as his breath smelling heavily of alcohol.
It was made known that Crawford was previously convicted of the misdemeanor charge of driving while intoxicated in Chenango County Court on June 4, 2010.
