The Tuesday morning commute was slowed as NYSEG engineers worked to restore power while City of Norwich Police diverted and directed traffic on the City's east side to County Road 32. According to NYSEG, more then 2,800 Chenango County electricity customers were without power Tuesday, the bulk of them in the Town of Norwich. A failed transformer on Rexford Street near the Chenango County Highway department was to blame.
