Parolee arrested for drugs, needle possession

NORWICH – Michael C. Thiel, a parolee, was arrested Wednesday for possession of controlled substances.
Detective-Sergeant Reuben Roach, and Norwich police officers Brandon Clarke and Thomas Miller (with the assistance of K9 Nitro), arrested Thiel at his North Broad Street residence shortly after 11 a.m.
It is alleged that Thiel was in possession of heroin, a hypodermic needle, and two Xanax pills.
Thiel was arraigned in front of Judge James E. Downey in Norwich City Court at 2 p.m. Wednesday.
The three charges against Thiel are all class A misdemeanors, yet as Thiel is on parole, a parole warrant was issued following his arrest.
Thiel was sentenced to four years in the New York State Department of Corrections in 2013 for the felony charge of assault in the second degree. His post-release supervision (parole) was set to expire in 2018. He was released from prison in May of this year.
The parole warrant revokes the parolee from parole status.
Downey set bail on Thiel at $1,000 cash or $3,000 bail bond.
Theil asked Downey how parole worked with being able to bail out of jail.
“You will have a parole hearing, and it’ll go from there,” Downey said.
“I did set bail,” said Downey. “Not that you would be released if you posted it though, because of your parole status.”
Thiel was transported to the Chenango County Correctional Facility and is set to appear again in court today at 9:30 a.m.
