City Council approves new overnight parking policy, institutes new 4-way stop

NORWICH – In light of recommendations made by the Traffic Commission at this month's Joint Committee meeting on Oct. 4, the Common Council approved a new overnight parking policy as well as the institution of a 4-way stop at the intersection of Grove Avenue and Maydole Street during their monthly meeting on Tuesday evening.
The Council passed a motion to amend the No Overnight Parking policy from 2 a.m. to 6 a.m., to 12 a.m. to 6 a.m., in an effort to assist with the clearing of snow from the streets. This will take effect beginning on November 1 through April 15.
City of Norwich Alderman Ward 5 David Zieno asked if this was merely a seasonal change or if this was changing the original policy, to which Police Chief Rodney Marsh responded that the policy used to begin at 2 a.m. but the amendment would allow snow plows more time to clear the streets of snow.
Alderman Ward 5 Brian Doliver acknowledged that this is a big change and that the Traffic Commission is planning on beginning their snow removal at the outskirts of the City and working their way downtown to accommodate businesses that are open later. Alderman Ward 1 Matthew Caldwell agreed that this was a significant change and asked the Police Chief to potentially grant leniency at the beginning of November.
The Council then passed a motion to institute a 4-way stop at the intersection of Grove Avenue and Maydole Street as a response to Zieno's Ward Report of excessive speeding on the street as well as a petition signed by residents in the area stating their belief that a 4-way stop would be beneficial.
Caldwell asked if Zieno believed the 4-way stop would help with the traffic issue in the area, to which he responded yes, but it might take people some time to get used to the new 4-way stop since the area has been a 2-way stop for such a long time.
The Council and Norwich Mayor Christine Carnrike asked that residents of Norwich be wary of the new 4-way stop since negligence of the new stop signs could potentially be a safety hazard.
