Afton Central School District listed as 'susceptible to fiscal stress'
AFTON – Afton Central School District was deemed “susceptible to fiscal stress” for the fiscal year ending in 2016 according to a report released by New York State Comptroller Thomas DiNapoli on Wednesday, January 25.
The Afton district is among 59 schools on the release, with a reported fiscal score of 28.3 percent. The report lists school districts in three categories: significant stress, moderate stress, and susceptible to fiscal stress.
Betty Briggs, Afton Central School District Superintendent, said she is aware of their fiscal position in the report and that it is a result of a one-time, large payment the district had to make in order to fund repairs to the district's 1908 school building.
“We had to make repairs to our 1908 building, and we chose to pay for it in a one-time, large sum payment,” said Briggs. “It was a large expense but we should be okay in years to come.”
Briggs added that the repair to the building began two years ago and was completed last year.
This is the fourth year DiNapoli's office has assessed and scored the financial stability of school districts across the state. The most recent round of scoring designated two school districts in “significant fiscal stress,” nine districts in “moderate fiscal stress,” and the remaining 48 districts as “susceptible to fiscal stress.” Per the release, the scores were based on the evaluation of 671 NYS school districts with fiscal years ending on June 30, 2016.
“Fiscal stress in many school districts has declined, especially for those in the most severe condition,” said DiNapoli. “School officials should be commended for working to keep their districts out of financial harm, but should be careful not to amass excessive levels of fund balance in order to do so.”
According to another report released by DiNapoli in conjunction with the fiscal stress scores on Jan. 25, school districts found to be in fiscal stress are more likely to have a high level of poverty and low graduation rates.
