Senate to act on bills combatting drug abuse

ALBANY – The New York State Senate yesterday, April 25, announced further legislation that will serve to continue the fight against drug abuse in New York.

Specifically speaking, the Senate's actions addressed the increased use of fentanyl – a sometimes deadly pain medication that has been increasingly mixed with heroin recently – as well as naming certain synthetic drugs as controlled substances.

"Today in the Senate, we put our differences aside and worked together to pass seven important measures to help tackle the heroin and opioid epidemic," said State Senator Fred Akshar of the state's 52nd District. "By addressing the evolution of synthetic and designer drug use, we were able to pass measures to increase penalties against those who sell opiates containing fentanyl derivatives and to help increase health care professionals' efforts to prevent future substance abuse by expanding communication between emergency care providers and prescribers."

Bill S933, sponsored by Sen. Thomas Croci, proclaims derivatives of fentanyl to the controlled substance schedule thus increasing criminal penalties for the sale of an opiate containing said derivative.

As part of the other bills, other drugs such as Xylazine, Alpha-PVP (Flakka, Gravel), and synthetic marijuana (K2, Spice) are now deemed to be controlled substances.

Additional legislation aiming to promote information sharing to prevent the abuse of prescription and other drugs were introduced including Bill S2639, sponsored by Sen. Andrew Lanza, and Bill S2248, sponsored by Sen. Kemp Hannon.

The former bill – Bill S2639 – "requires hospital and emergency room physicians to notify a patient's prescriber when a patient is being treated for a controlled substance overdose." The intent is to ensure that vital medical information is shared among health care practitioners.

The latter of the two bills – Bill S2248 – will help facilitate the exchange of health care information between hospitals, office-based surgery practices, and health care providers.

"I'm proud of the progress we've made, but in order to see continued results, we must remain committed to working together," said Sen. Akshar.
