Man arrested for 11-year-old's murder
NORWICH – Authorities have arrested a man they believe is responsible for the murder of an 11-year-old girl.
Police arrested 36-year-old James Brower on the charge of murder in the first degree yesterday, according to the Chenango District Attorney's Office.
New York State police deemed the death of 11-year-old Jacelyn O'Connor, of Morris, to be a homicide on Tuesday.
The incident happened over the weekend when police were called to Brower's home at 961 County Route 33 in Norwich on Sunday to investigate a report that the girl had gone into cardiac arrest.
O'Connor, of Morris, was dead when police arrived.
Upon investigation, police say the O'Connor was the the victim of a homicide.
Brower will appear in Chenango County Court at 9 a.m. Thursday for an additional arraignment. County Judge Frank Revoir will preside.
The investigation into the murder is still ongoing.

In response, the Morris Central School issued a statement on Tuesday, saying:
"Our thoughts and prayers go out to the family and friends of Jacelyn O’Connor. Jacelyn will be greatly missed by her classmates, teachers and staff at Morris. We are a family and it is extremely difficult when one of our family members passes away."
The Morris community is planning on a candlelight vigil in Jacelyn O'Connor's memory starting at 7 p.m. on Aug. 7 in front of the old front entrance at the Morris school.
The school district is also offering grief counseling for students. It has also posted helpful information on its website to help parents and guardians talk to their child.
