City seeks FEMA money to offset costs of record-breaking snowstorm

NORWICH – The Norwich City Council is taking initiative to recoup some of the financial losses caused by the record-setting March snowstorm that overwhelmed much of the northeast.

Council members are looking to the Federal Emergency Management Agency for help. According to Norwich Emergency Management Officer A. Jones, the city is among scores of municipalities eligible for federal reimbursement to offset costs of the storm.

The city spent an estimated $80,000 on cleanup efforts, which includes snow removal and overtime labor expenses for road crews.

“Of all the disasters we can have, this is the best type to have because we didn’t have any expenses outside of normal budgeting,” said Jones.

Typical FEMA reimbursements cover 75 percent of the local costs of the storm while an additional 12.5 percent is footed by the state. The city would shell out the remaining 12.5 percent.

“It’s pretty standard,” Jones said, noting that the process has become all too familiar. “This is a conversation that’s we’ve had a lot over the last 20 years.”

The Chenango County government is also eligible for FEMA reimbursement.

Jones said paperwork will be submitted to FEMA in the coming months, although reimbursement funds may not reach the city coffers until next year.
