Second man charged with murder denied bail

NORWICH – The second man charged with killing an 11-year-old, Morris youth was denied bail Monday.
Tobias Rundstrom-Wooding, 34, Norwich, faces the charge of first-degree murder.
According to the felony complaint, it is alleged that on July 30, Rundstrom-Wooding did kill – with intent – Jacelyn O’Connor, acting in concert with another.
Attorney Scott Clippinger asked the judge to waive the reading of the charge against his client, but it was said that due to the nature of the allegations, the felony complaint would be read for the record.
Rundstrom-Wooding’s co-defendant, James Brower, faces both murder and rape charges. Chenango County District Attorney Joseph McBride said it is his understanding the two are a couple.
The felony complaint for Rundstrom-Wooding additionally alleges that he committed the murder, “In the course and commission of rape in the first degree.”
Clippinger, Rundstrom-Wooding’s attorney at Monday’s arraignment, said his client does not have a driver’s license nor passport, and asked for reasonable bail to be set.
McBride opposed bail.
Judge Frank B. Revoir Jr. said, “There is a significant risk of flight because of the seriousness of the Class A-1 felony murder charge in the first degree,” and denied bail.
Both defendants will appear in the Town of Norwich Court Tuesday afternoon for felony hearings.
