Mother of murdered 11-year-old arrested on old warrant for theft

NORWICH – Mandy O'Connor – mother of 11-year-old murder victim, Jacelyn O'Connor – was arrested Wednesday on an active bench warrant, according to Chenango County Sheriff Ernie R. Cutting Jr.

The Sheriff's office reported an active bench warrant was issued on December 5, 2014 by the Town of Norwich Court, after O'Connor's allegedly failed to appear for an original offense of petit larceny.

Sheriff investigators said the charges involved a shoplifting offense from a department store.

O'Connor, 38, of Bronx – also known as Mandy Martinez – was taken into custody without incident in the City of Norwich yesterday and arraigned in the Town of North Norwich Court. She was remanded to the Chenango County Correctional Facility in lieu of $500 cash bail.

The arrest is unrelated to the ongoing investigation regarding the murder of Jacelyn O'Connor.

The Chenango County Sheriff's Office was assisted by the City of Norwich Police Department.
