Pair accused of heroin, cocaine sales
NORWICH – Two men sit in the local jail, accused of selling drugs in Norwich.
30-year-old Joshua Harrington and 29-year-old Coy Biviano both face the class B felony charge of criminal sale of a controlled substance in the third degree.
Per a release from the Norwich Police Department, the investigation began in July and resulted in Harrington’s arrest Tuesday and Biviano’s arrest Wednesday morning.
The charge alleges that the pair sold heroin and cocaine.
At Biviano’s arraignment Wednesday morning before Judge James E. Downey, it was said the sales took place out of a residence on State Street in the city.
“You’re accused of selling heroin and cocaine on multiple occasions,” said Downey. He then advised Biviano his right to an attorney, and Biviano accepted an application for a public defender.
Downey said that Biviano has three prior felony convictions and because of that, bail can only be set by county court. Biviano was remanded to the Chenango County Correctional Facility without bail until he appears before county court. His felony hearing is set for Thursday morning.
Harrington was arraigned Tuesday after his arrest, also in front of Downey. He was remanded to the CCCF in lieu of $10,000 cash bail. Harrington is also set to appear again Thursday morning.
At Wednesday’s arraignment, gratitude was extended by Downey to both Norwich Police Detective-Sergeant Reuben Roach and Deputy Castle with the Chenango County Sheriff’s Office.
Biviano and Harrington are presumed innocent until found guilty in a court of law.
