City remains tight-lipped about settlement for former Sgt

NORWICH – Attorney F. Paul Battisti spoke with The Evening Sun Thursday, and said a matter that’s been continuing for more than a year as finally been resolved.

In May 2016, when this first came to light, Battisti said, “I represent Justin Carpenter, and unfortunately the only way to contest the forthcoming allegations is to either resign or have an arbitration hearing. My client is not going to resign.”

Representatives from Norwich City Hall said they are prevented from discussing the details of the allegations due to employments laws.

“He [Carpenter] is a good officer,” said Battisti. “He maintains he did nothing wrong.”

Battisti went on to explain there is an agreement with the union that the only way to fight an allegation is to not accept a proposal forcing resignation.

“He [Carpenter] will grieve/appeal this,” said Battisti. "He will move forward to become again a member of the Norwich Police Department. He denies any and all allegations.”

On Aug. 22, 2017, Norwich Mayor Christine Carnrike was authorized to sign an arbitration settlement agreement.

Alderman Deierlien introduced the motion and moved for its adoption.

The resolution read: “Whereas the City and an employ reached a tentative disciplinary settlement agreement; and whereas such disciplinary settlement agreement is subject to the approval of the Common Council; now for be it; Resolved, that the terms of the settlement agreement are hereby approved and the Mayor is authorized to sign said settlement agreement as proposed.”

The Mayor was contacted for comment, to which she said she was unable to provide one.

The City of Norwich Human Resources Head Deborah DeForest was contacted on multiple occasions.

Thursday, the City Hall was contacted and when asked if Justin Carpenter was an employee of the city of Norwich, The Evening Sun was told, “I have no information on that. I cannot give out that information.”

In the background, it was heard, “She doesn’t want to talk to him? [Sun Staff Writer] and “What do I tell him?” After these two questions, the Sun Staff Writer was told DeForest was not in the office.

In the same vein, Police Chief Rodney Marsh did not returned call or email for comment.
