Convicted child sex offender charged with refusing to register and possessing child porn
NORWICH – The Norwich Police reported the arrest of a convicted, unregistered, child sex offender Thursday after searching his home along Midland Drive, where they allegedly discovered child pornography.
Police arrested John H. Stacy, 55, of Norwich, and charged him with possession of an obscene sexual performance by a child, a Class E felony and failing to register as a sex offender, a Class E felony.
Norwich Police Detective Reuben Roach confirmed that Stacy was a level two sex offender who had previously been convicted in 2002 of a felony sex crime for the use of a child in a sexual performance involving a 5 year old female victim.
The incident had occurred in Chenango County but was handled by a separate police agency, said Reuben.
The NPD was granted a search warrant by City of Norwich Judge James E. Downey prior to Stacy's arrest. Roach said the new charges involved Stacy intentionally avoiding registering an online social media account with authorities, and had downloaded images of child pornography to his phone depicting a child under the age of 16.
The Chenango County District Attorney’s Office is also working with the investigation. Stacy was arraigned in Norwich City Court by Judge Downey and remanded to the jail in lieu of $50.000 cash bail. Stacy is scheduled to reappear in back in Norwich court on Tuesday.
