NCSD board of education meeting rundown

NORWICH – Norwich City School District Board of Education convened for its regularly scheduled meeting Wednesday evening, hearing finance presentations on the 2016-17 year in review and on operations and maintenance, as well as discussing its personnel committee and approving an acting elementary principal.

Deputy Superintendent finance presentations

NCSD Deputy Superintendent Robert Wightman provided the board a financial update on the 2016-17 year in review.

Wightman began by presenting financial statistics and district wealth indicators over the last three years.

Wightman cited property and income wealth statistics per child in the city, saying, “Compared to the state average, from a wealth standpoint, we're below what is considered to be the average.”

Looking at 2017-18 indicators, Wightman said the district has a stable outlook, noting that the short term energy costs are going down, while special needs trends in the districts are becoming more costly.

Wightman went on to present a budget review based on maintenance, operations, and grounds costs.

Some updates and highlights in operations, according to Wightman, include kitchen renovations in both Stanford Gibson Primary and Perry Browne Intermediate Schools, as well as new entrances, and a revamped parking lot at Perry Browne.

“Much improved,” said board vice president Jennifer Collins in regards to the parking lot, and Perry Browne Principal Jennifer Post and board member Roz DeRensis agreed.

Wightman shared good news regarding the district's energy trends, saying, “The energy performance contract is winding down, the main thrust of that being control work and LED lighting.

“They're all controlled digitally back to a central brain and it saves a significant amount of money.”

Wightman said over the last two years, the district has saved about $100,000 in terms of electricity.

Personnel committee deliberations

Collins said the board has received an updated guidelines for its personnel committee from the board's legal team, Ferrara and Fiorenza PC.

“It lays out very clearly the purpose, objective, and procedures [of the committee]. I'm glad that we had legal counsel and legal counsel has laid it out for us.”

Collins made a motion to adopt the guidelines, initially seconded by board member Don Chirlin but subsequently withdrawn by Chirlin after Howie Sullivan noted that some union members, and himself, had not had a chance to look the document over.

Sullivan also said that the form the document was submitted from the legal team should be edited for the board's use.

“I think if we're going to have a document that creates a committee, that we should put it in that form,” said Sullivan. “These are all recommendations that they make here, and I think we should use a document of our own using their language.”

Collins said she is loath of changing the legal team's language and that the process of adopting the personnel committee's guidelines has been ongoing for over six months.

“Continuous objections to give credence to the personnel committee––we'd like to move forward,” said Collins.

Chirlin said, “This is not something new we've brought over from Europe. Virtually every other school board in Chenango County has a personnel committee of some form.”

“I still think the unions should have an opportunity to review the final document before we adopt it as a board,” said Sullivan, before asking union members in the audience, Eric Cunningham, Tulio Morbidini, and Scott Ryan, if they had seen the document.

All three replied no, and Sullivan suggested the board table the personnel committee guidelines for next meeting.

Approving the appointment of elementary principal

The board unanimously approved a resolution authorizing the superintendent to appoint Dawn Wenzel as acting elementary principal at Stanford Gibson.

Wenzel is currently assistant elementary principal and is set to fill the vacancy of acting elementary principal after former elementary principal, Kisten Giglio, has moved to principal of the high school.

The resolution grants Wenzel a leave of absence from her position of assistant elementary principal, as the two positions are separate tenure areas.

Since the resolution passed, upon the action of the superintendent, Wenzel will become acting elementary principal at Stanford Gibson.
