Grand Jury indicts 13 on charges including drugs, arson, and grand larceny

NORWICH – A Chenango County Grand Jury met last week and decided to indict 13 individuals on crimes including the sale and possession of drugs, arson, and rape.

• Chad J. Shields was indicted on two charges, fifth-degree criminal sale of a controlled substance, a class D felony, and first degree criminal nuisance, a class E felony.

The first charge alleges that Shields, in the month of September, did knowingly and unlawfully sell methamphetamine in the Town of Greene. It is further alleged in the second charge Shields conducted or maintained a premises where individuals were allowed to gather at his residence for the purpose of engaging in unlawful sales of methamphetamine and cocaine. Shields also did benefit monetarily from the transactions that took place at his residence.

• Julie M. Clark was indicted on one count of second-degree grand larceny, a class C felony. It is alleged that Clark, while acting as the treasurer of the Coventry Volunteer Fire Company, Inc, stole money in the sum of $83,540.07 from said fire department. Clark allegedly stole the money from February 2012 through January 2017.

• Anna Santiago, was indicted on one count of third-degree arson, a class C felony. It is alleged that on or about August 3, Santiago intentionally damaged a building or motor vehicle by starting a fire or causing an explosion in the Town of Greene.

• Richard L. Shepard, 48, was indicted on six felonies and one misdemeanor, for an alleged sexual relationship with a victim under the age of 17. He was charged with six counts of third-degree rape, class E felonies, and endangering the welfare of a child, a class A misdemeanor.

It is alleged that during the months of July, August, September, October and November of 2016, Shields did engage in sexual intercourse with the victim. The second charge alleges he knowingly acted in a matter likely to be injurious to the physical, mental or moral welfare of the victim by subjecting the child to sexual contact.

• Shawn T. Rhodes was indicted on two drug related charges taking place in the month of September. Rhodes was charged with one count of third degree criminal sale of a controlled substance, a class B felony, and one count of seventh degree criminal possession of a controlled substance, a class A misdemeanor.

The first charge alleges on September 21, Rhodes, while acting in concert with another, did knowingly and unlawfully sell the narcotic drug cocaine. The second charge states he possessed cocaine unlawfully.

• Rufus R. Brown was indicted on third-degree criminal sale of a controlled substance, a class B felony and seventh degree criminal possession of a controlled substance, a class A misdemeanor.

It is alleged that during the month of September in the City of Norwich, Brown unlawfully possessed and sold the narcotic drug cocaine.

Brown was also indicted on one count of tampering with physical evidence, a class E felony. According to the indictment, at approximately 12:20 p.m. on East Main Street in Norwich, Brown allegedly placed a bag of cocaine into his mouth and attempted to swallow it, after he believed a prospective investigation into the possession of narcotics would take place.

• Mathew L. Begeal was indicted on one count of driving while intoxicated, a class E felony, and one count of resisting arrest, a class A misdemeanor on or about August 30. It is alleged that at approximately 10 p.m. Begeal did operate a motor vehicle while in an intoxicated condition. Further, it is alleged Begeal swayed as he walked, his speech was slurred, his eyes were bloodshot and watery, and his breath smelled strongly of alcoholic beverage.

The second count allegedly intentionally attempted to prevent his arrest for driving while intoxicated by pulling away from uniformed police officers and not obeying their verbal commands.

Begeal has a previous misdemeanor conviction of operating a motor vehicle while he had .08 of one percentum or more by weight of alcohol in his blood, making the first count a felony.

• Gina D. Criscitello was indicted on one count of driving while ability impaired by drugs, a class E felony. It is alleged on or about May 29, Criscitello did operate a 2004 Chevrolet Silverado while her ability to operate the vehicle was impaired by drugs. She failed the field sobriety tests and a toxicology report of her blood had a positive result for cocaine.

Criscitello was previously convicted of the misdemeanor offense of driving while ability impaired by drugs in Broome county, resulting in the most recent charge becoming a felony.

• Adam C. Harvis was indicted on one count of third-degree burglary, a class D felony, and one count of petit larceny, a class A misdemeanor. Both charges resulted from an incident that took place on July 5 at Wal-Mart, located on Route 12 in Norwich.

It is alleged that Harvis entered and remained unlawfully in Wal-Mart with the intent to commit a crime. After being prohibited from entering the business, Harvis allegedly then committed the crime of larceny by stealing four tires, toilet paper, and dog food from within.

• Samantha Jo Clipston was indicted on one count of third-degree criminal sale of a controlled substance, a class B felony. During the month of September, it is alleged Clipston knowingly and unlawfully sold the narcotic drug, heroin.

• Gerald A. Lee was indicted on one count of failing to register as a sex offender, a class E felony. It is alleged that on or about August 14 in the Town of Guilford, Lee failed to register with the Division of Criminal Justice Services within ten calendar days after his change of address.

• Marty J. Walker was indicted on one count of first-degree criminal contempt, a class E felony. It is alleged that on or about September 30, Walker violated an order of protection, which was issued by the Chenango County Family Court on May 30, by intentionally communicating with the victim by calling her and asking her to drop the criminal charges against him.

Walker was previously charged with one count of misdemeanor criminal contempt in August of this year, resulting in the most recent charge becoming a felony.

• Cheryl L. Myers was indicted on one count of fifth-degree criminal sale of a controlled substance, a class D felony. It is alleged that on or about August 10 at 1:18 p.m., in the Town of Sherburne, Myers did knowingly and unlawfully sell suboxone pills and suboxone sublingual strips.
