Foot chase leads to Endicott man's arrest on crack cocaine charges in Norwich
NORWICH – A foot chase through the City of Norwich culminated in police arresting a Village of Endicott man for criminal possession of a controlled substance in the third degree, a class B felony, and resisting arrest on January 11.
Richard J. Madison, 37, of Endicott was arrested by the Chenango County Sheriff's Office and the City of Norwich Police Department on Thursday after Madison was found to be in possession of crack cocaine packaged for sale and over $4,000, according the Sheriff Ernest R. Cutting, Jr.
Asked how much crack cocaine Madison was found to be in possession of, Chenango County Sheriff's Detective Dave Castle said he had three $200 baggies of crack cocaine.
"We've been investigating him for the past several months. He's been coming into the area and he's been selling a substantial amount of cocaine," said Castle. "We got an anonymous tip that he was going to be in the area on a certain day, so we set up surveillance and just waited for him basically."
Following his arrest, Madison was arraigned in Norwich City Court and was remanded to Chenango County Correctional Facility without bail.
Chenango County District Attorney Joe McBride said that while he could not offer specifics on this incident, a defendant found guilty of criminal possession of a controlled substance in the third would serve nine years in prison. If the defendant is a repeat offender, McBride said they could serve 12 years or more.
Cutting said a search warrant that led to the arrest had been issued by Chenango County Court Judge Frank B. Revoir, Jr. following an investigation into the sale and possession of crack cocaine in Chenango County.
The Chenango County Sheriff's Office and the City of Norwich Police Department were assisted by the Chenango County District Attorney's Office in the investigation, which remains ongoing.
