Norwich man charged making meth; police process contaminated scene for hours

NORWICH – Man charged with manufacturing meth in Norwich.

On Monday afternoon, the Norwich Police Department arrested Jay M. Perce, age 40, after receiving information that someone was manufacturing methamphetamine at an apartment on Cortland Street.

In the apartment police allegedly found several spent One-Pot methamphetamine containers, assorted chemicals and pieces of equipment used to manufacture methamphetamine were located at the apartment.

While officers were on Cortland Street, the department received a separate call of a backpack possibly containing methamphetamine equipment having been located on Front Street.

Officers responded and located the backpack, which allegedly contained a spent One-Pot methamphetamine container, more chemicals and equipment used to manufacture methamphetamine.

Due to the dangerous chemicals involved with the manufacturing of methamphetamine, the Norwich Police requested the assistance of the New York State Police – CCSERT (Contaminated Crime Scene Emergency Response Team).

The Norwich Police and NYSP CCSERT were on the scene of both locations for several hours, while the chemicals, containers and evidence were collected.

“Through this investigation, the officers and the detective were able to tie the two cases together and confirm that Perce was responsible for both,” said Norwich Police Chief Rodney Marsh. “With this arrest, we were able to get these dangerous drugs and dangerous chemicals off the street.”

The Norwich Police were also assisted on the scene by the Norwich Fire Department and Norwich Emergency Management Office.

Perce was charged with two counts of third-degree unlawful manufacture of methamphetamine – a class D Felony, two counts of criminal possession of precursors of methamphetamine – a Class E Felony, and a count unlawful disposal of methamphetamine laboratory material – a Class E Felony

He was arraigned Monday evening by Norwich City Court Judge Michael Genute, and was remanded to the Chenango County Correctional Facility without bail.

Perce is scheduled to appear in Norwich City Court at a later date.
