Landlord accused of sexually abusing young tenant
NORWICH – Prosecutors have accused a landlord of committing sex crimes against one of his tenants.
David G. Shaffer, 55, has pleaded not guilty to the crimes, which involve touching a minor.
He is charged with two counts of sexual abuse in the first degree, a class D felony, two counts of forcible touching, a class A misdemeanor, and two counts of endangering the welfare of a child, a class A misdemeanor.
"This is a case of he-said she-said, and there's no evidence in the prosecution's case beyond that," said Public Defender John Cameron.
He explained Shaffer owns an apartment building where the victim stays.
A property landlord and Norwich City School District groundskeeper, Shaffer faces a maximum of 14 years imprisonment or 10 years probation if convicted. He has been placed on administrative leave by school officials.
The renting of the location by family members of the victim complicated a previous court order by Smyrna Town Judge Robert Campbell, which ordered Shaffer to avoid contact with the victim and keep a certain distance away.
On Friday, Assistant District Attorney Laura Parker agreed the previous order was too vague, and Chenango County Judge Frank Revoir Jr. amended it. After the revision was made, the court ordered Shaffer not to make contact with the victim or be unsupervised around minors.
Officials contacted would not confirm if the alleged victim was a student at a school Shaffer has been employed.
Chenango County Sheriff's Office Lieutenant Richard Cobb said the incident did not take place at a school or on school grounds. "All I can tell you is the victim is under 13 and female," said Cobb.
