60 used syringes, half ton of garbage removed from city property

NORWICH – Officials cleaned up a site known as "tent city" in the town of Norwich on Tuesday, seizing upwards of 60 used syringes and half a ton of garbage from along the Chenango River.

The Chenango County Sheriff's Office – along with the City of Norwich Department of Public Works, Norwich Fire Department, and Oxford Fire Department – cleaned up the site located along the Chenango River behind the town of Norwich's North Plaza for several hours on Tuesday.

Norwich DPW Assistant Superintendent George Carnrike and Norwich Fire Chief Tracy Chawgo spoke about the clean up efforts at the city joint committees meeting on Tuesday night.

"It's completely taken apart," said Carnrike, adding that half a ton of garbage was removed from the site over several hours. "I walked the whole thing and I didn't find anymore, so, that's good we're on the right path."

Chawgo said, "It was disgusting out there. We had to use the Polaris to move the stuff...Absolutely disgusting."

Norwich Police Department had been made aware of "tent city" in Fall 2017, when Detective Reuben Roach said police notified the New York State Department of Environmental Conservation because of the site's proximity to a waterway.

After a group of young mountain bikers stumbled upon the site in February, Chenango County Sheriff's Office Lieutenant Richard Cobb said the site would be disassembled and cleaned up once the weather improved.

A release from the sheriff's office said that clean up efforts started in late February but were postponed until May due to inclement weather.

After resuming the clean up efforts on Tuesday, sixteen 50-gallon garbage bags – as well as other larger constructions – were removed from the site after being left by occupants, according to Chenango Sheriff's.

Alderman Ward 1 Matthew Caldwell said it was his understanding that "tent city" was in the town of Norwich and not the city. Carnrike said while it was in the town, it was located on part of a city-owned trail system.
