Defense calls school terrorism charges "bogus"
NORWICH – A woman accused of making a terrorist threat towards the Norwich City School District appeared in court on Monday, and her attorney said the charges against her are "...100 percent bogus."
Regina Donovan, 39, of Norwich, was charged with making a terrorist threat following an argument she had with a Norwich Middle School employee.
Though Donovan denies making the remark, prosecutors said she allegedly told a school employee she was going to, "...make it rain blood in the middle school." The incident occurred during a heated phone conversion about her daughter being bullied.
In court on Monday Donovan pleaded not guilty. Defense Attorney Douglas Drazen told the court, "These charges are 100 percent bogus."
After debating with District Attorney Joseph McBride, Drazen claimed public officials knew the charges against her client weren't valid and being exaggerated.
"There are public officials that know there is no basis for the charges against my client," said Drazen. "When all of the evidence comes out, those public officials will be very embarrassed."
He said Donovan's child was removed from the school district because of the relentless bullying occurring she endured.
According to Donovan, her comments to the employee were blown out of proportion by the school district. She said the argument began because the school knew her daughter was being bullied, but did nothing to help her.
On March 20, a school employee, Joseph Downey, contacted Donovan on the phone to discuss a complaint she had made about her daughter being bullied.
Downey told investigators, “I had a conversation with Regina Donovan regarding her daughter. Regina reported that [her daughter] is being bullied by several students. As a result, I spoke with [the daughter] this morning. She reported the same thing to me about these students picking on her. I also had a conversation with all the students that were involved. After meeting with these students, I called Regina.”
It was during this follow-up phone call between Donovan and Downey that the threat allegedly occurred.
At the end of the court proceeding, Donovan was released on her own recognizance, she is scheduled to appear back in court at a later date.
