City officials optimistic at annual organizational meeting

NORWICH – The City of Norwich Common Council held its annual organizational meeting on Tuesday night, which included comments from the mayor on the state of the city and the appointments of a council president, acting mayor, and council committee chairs.

Alderman Ward 1 Matthew Caldwell and Alderman Ward 5 David Zieno were nominated by fellow council members for council president and acting mayor respectively. Both Caldwell and Zieno held the same position last year and were unanimously appointed again Tuesday night.

Mayor Christine Carnrike then appointed council members to the finance/personnel and public works/public safety committees, which meets the first Tuesday of every month at joint committee meetings.

Caldwell was named chairman of the finance/personnel committee, with Zieno and Alderman Ward 4 Linda Kays-Biviano also being appointed to serve on the committee.

Alderman Ward 6 Robert Jeffrey was named chairman of the public works/public safety committee, with Alderman Ward 2 Brian Doliver and Alderman Ward 3 John Deierlein joining him on the committee.

In her comments, Carnrike said the city is undoubtedly facing challenges but remained hopeful that 2019 will be a productive and positive year.

"I've said it before, we don't necessarily have all the answers," said Carnrike. "And the wheels of government do turn slowly. However we must do our best; let's be proactive versus reactive, let's build on what makes and made Norwich the place that we all call home. Let's start this year outlining our objective and goals for 2019. Let's call them New Year's resolutions, and let's make 2019 a positive year."

She said the major challenge the city is facing is filling and funding personnel positions in the budget, and her goal is to have candidates for the currently vacant positions of Human Resource Director, Grants Coordinator, and Codes Officer either on the job or at least in the processing stages by the end of February.

The City of Norwich Common Council will meet next at 6:30 p.m. on Tuesday, January 22 at One City Court Plaza. At the next meeting they're expected to reconsider its vendor and peddler ordinance, and set a public hearing date in regards to bringing a dog park to Norwich.
