Proposed law banning the feeding of stray cats aimed at landlords and property owners

NORWICH – A proposed Norwich City ordinance to ban the feeding of stray cats will be primarily aimed at landlords and property owners.

The law would make feeding any stray or wild animal a fine-able offense, with the first ticket costing $50, the second $100, and every following ticket issued within a year of the second would be $200. The tickets will only be issued to property owners.

Tenants that refuse to comply with the law would have their landlord issued a ticket, not the person committing the offense, officials have said. If those tenants are in violation of leases, they could then face penalization by landlords.

A public hearing to decide if the proposal should become law will be held at 6:30 p.m. tonight at the Norwich City courtroom. The city has already received strong public feedback criticizing the law.

Anticipating the need to issue several tickets in a year, the proposal notes that once a total fine amount reaches an unpaid level of $1,000 or more, a court appearance would be issued.

The city will also add unpaid fines to the owner's or landlord's property bill.

The city also expects to be able to issue multiple tickets in a week if necessary, up to one a day was discussed at council meetings. Though at the meetings officials seemed unsure if that would be possible, saying a five day grace period to correct the citation may be required. City officials said Monday they were still seeking to clarify the issue.
