Norwich library receives state grant for improvements

NORWICH – Assemblyman Clifford W. Crouch announced on Thursday four libraries in the 122nd Assembly District have received funding through the New York State Library and New York State Department of Education for various construction projects and improvements.
The funding derives from a $34 million capital fund set aside for public library construction and broadband internet projects that was secured in the 2018-19 State Budget.
The four libraries that have been awarded funding include Guernsey Memorial Library in Norwich, Mary Wilcox Memorial Library in Whitney Point, Sidney Memorial Public Library in Sidney and William B. Ogden Free Library in Walton.
“I am very happy to see libraries in the 122nd Assembly District receive the necessary funding they need to make improvements and upgrades to their buildings,” said Crouch. “Libraries are a big part of our small rural communities in the Southern Tier, providing resources and books for people of all ages. We must continue to do anything we can do to keep their doors open.”
According to Guernsey Memorial Library Director Connie Dalrymple, these funds will cover approximately half of the $350,000 project the library completed earlier this year. Dalrymple said the project was paid for using funds left over from previous budget years and a bequest from the estate of Wilhemina Henly as well.
"The project started in October 2018 and addressed wheelchair access to the parking lot entrance, and properly accessible restrooms,” she said.
She said four existing restrooms, which had seen no updates since they were created when the building was built, around 1970, were renovated and two restrooms were added, making for three truly ADA accessible restrooms, with access on both floors.
“Library users with mobility issues no longer have to leave their car, and negotiate the long ramp to the front door,” said Dalrymple. “They can just make the quick trip to the side door and use the new lift to come up to the main level. The trip is less than a third of what folks used to have to go to get into the building. This will make folks with mobility issues so much more comfortable using the facility.”
