Chenango County to implement voter tracking system

CHENANGO COUNTY – For the first time, Chenango County will be implementing an electronic voter check-in process and allowing for early voting opportunities.

According to Chenango County Democratic Party Commissioner Carol Franklin, KNOWink Poll Pads will be at each polling site for future elections. Franklin described the Poll Pads as iPads that will have the names of voters eligible to vote in the November 5 General Election.

She said Chenango County has approximately 70 of the Poll Pads, and is in the process of training poll inspectors on how they’re used.

“The important thing to note is – these devices won’t be connected to our voting system, this is just to keep track of who is eligible to vote,” said Franklin.

She said poll workers will ask for your name, even if they know who you are, and then query your name in the Poll Pad database.

“The state is hoping that this will also help with the early voting, because it is supposed to prevent people from voting twice,” she added.

Election Law adopted this year will allow New York voters to participate in early voting. Beginning with the November 5 General Election, and every election moving forward, registered voters will be able to vote early at the Board of Elections Office, 5 Court Street, Norwich, NY.

Mirroring the voting day experience, voters will cast their ballot on a voting machine in our office, regardless of the Chenango County Town or City they reside in. The Board of Elections office is the sole Early Voting site in the county on the following dates and times.

9 a.m. to 2 p.m. on October 26, 27, November 2 and 3, along with 9 a.m. to 5 p.m. on October 28, 30 and November 1, and 9 a.m. to 8 p.m. on October 29 and 31.

No early results will be available, only the total number of voters each day.

Franklin said as part individuals who take advantage of the early voting dates will use the electronic poll books to sign in, which includes steps like being asked to confirm your address, authenticating your identity, signing, and then poll workers will sign their initials as well.

She said voters will then receive their ballot to vote and scan.

She added that if you take advantage of their early voting dates of October 26 through November 3, you will not be able to vote on Election Day, November 5.

Each registered voter may only vote once in an election. If a second vote is attempted, when your name is queried in the Poll Pad database, a message is displayed preventing you from voting again.
