Norwich Police seek suspect who fled traffic stop

NORWICH – The City of Norwich Police Department is seeking a man who fled in a vehicle Friday morning, making this the ninth failure to comply city police have seen so far this year.
According to City Police Detective Sergeant Reuben Roach, at about 2 a.m., Friday, on Pleasant Street in the City of Norwich a patrol car attempted to pull a vehicle over for a traffic stop.
“The pursuit started on Pleasant Street and lead to Cortland Street where the suspect bailed out of their vehicle and fled on foot,” said Roach. “In the year of 2019 alone, there have been nine failures to comply in the city alone.”
“The officers at Norwich PD, even though understaffed, have continued to be diligent in their efforts and have made excellent split second decisions when it comes to these failure to comply complaints,” said the detective.
Roach said an arrest warrant has been issued for the subject, but recommended that anyone with additional information about the incident, reach out to the Norwich Police Department at (607) 334-1212.
According to City of Norwich Assistant Chief Scott Burlison, one of the main priorities of law enforcement is to ensure that civilians aren’t put in additional danger by engaging suspects in a high speed chase.
“These failures to comply are complex situations, and we have to take all of that into consideration,” said Burlison.
Law enforcement discussed other unrelated incidents that occurred earlier this year including failure to comply situations with Randy L. Condon Jr. on August 27, and Michael P. Piliero October 27 of this year.
Piliero, 21, of Earlville was charged with second-degree assault, second-degree escape, third-degree unlawful fleeing a police officer in a motor vehicle, and resisting arrest following two incidents in the City of Norwich.
According to Roach, on the morning of October 27, a Norwich police officer attempted to stop Piliero on North Broad Street.
Roach said Piliero then sped away, leading to a high speed chase that was eventually called off for the safety of the public.
Burlison said in the case of Condon, earlier this year Norwich officers attempted to stop a motor vehicle on East Main Street in the City of Norwich.
"The situation started off as a simple traffic infraction," said Burlison. "But the driver had parole warrants for absconding, and the passenger had narcotics."
Burlison said the vehicle sped away, and there was a pursuit that ended on Burdick Medbury Road in the Town of Norwich.
"The driver, Condon, attempted to elude the police, but ended up driving the vehicle into a ditch," he said. "The driver and a passenger of the vehicle were both taken into custody at that time."
He said that fortunately the incident didn't happen during a peak driving time.
"Less of the public was put at risk because of the time of night," said Burlison. "Had this happened during the day when more people are on the road, things may have been considerably more dangerous for everyone involved."
In the case of the most recent failure to comply in the city, Roach said the Chenango County Sheriff’s Office and New York State Police assisted city police with their investigation.
