Domestic dispute with firearm results in no bail

NORWICH – A Norwich man was charged with menacing and endangering the welfare of a child after a 911 hang-up call. The call described a man with a gun inside a Town of Norwich residence.

Matthew S. Rolley, 46, of Norwich was charged with second-degree menacing, and endangering the welfare of a child.

According to the Chenango County Sheriff Ernest Cutting, on January 25 sheriff's deputies charged Rolley following an investigation into a domestic dispute in the Town of Norwich.

Cutting said during the domestic Matthew displayed a firearm, putting three victims in fear. He said one of the victims was under the age of 17, and that Matthew as arrested, arraigned and released on his own recognizance.

According to Chenango County Sheriff’s Office Lieutenant Joshua Gould, Matthew was released in accordance with New York State’s new bail reform laws, and was arraigned because of an application for an order of protection.

Police said that an order of protection was issued on behalf of the child involved, and Matthew is scheduled to appear in the Town of Norwich Court at a later date.
