Chenango County to spend more than $130,000 on bridge preventative maintenance

CHENANGO COUNTY – The Chenango County Board of Supervisors voted to accept a bid of $136,820 for preventative maintenance on bridges, with the funds being paid through a combination of federal and nonfederal funds.
According to records from the Chenango County Board of Supervisors, three bids were received for the projects, but Rover Contracting, Inc., of Hopewell Junction, New York won the job with the lowest bid.
Records show that the maintenance will be done to bridges over Lyon Brook and Thompson Creeks in accordance with guidelines established with the New York State Department of Transportation. They also show that the project is federal and state-aid fundable, borne at the ratio of 80 percent federal funds and 20 percent non-federal funds.
During the meeting, Chenango County Clerk of the Board RC Woodford said that pending approval the Chairman of the board, in consultation with the Chenango County Attorney, and the Public Works Director, be and hereby is authorized to sign, on behalf of the County of Chenango, a project agreement with the New York State Department of Transportation for the project.
He said in addition, if the lowest bid is determined to be not responsive to the bid specifications, then the Public Works Director and the Chairman of the Board of Supervisors are also authorized to take whatever steps are necessary to sign a contract with the next lowest responsible bidder
When asked by Supervisor of City of Norwich Wards one, two, and three James J. McNeil if an engineer had been able to review the plans for the bridge work, Woodford said the engineer for the project was McFarland Johnson and one of the resolves provided for the construction support and construction inspection for the actual supervision of the project.
“Upon the approval of the County Attorney, the Chairman of the Chenango County Board of Supervisors be and hereby is authorized to sign an agreement for construction support/construction inspection work with McFarland Johnson of Binghamton, New York, at a total cost of $19,809,” Woodford added. “That payment for said contract shall be made from Appropriation Account #D5112.46 – HBRR Projects and other County Road Fund appropriations, and be it further resolved, this resolution shall take effect immediately.”
